The $9.9 million reduction in budget allocation makes one of the things that caught me by surprise. A closer analysis of the budget reveals that security/counter-terrorism grants have reduced dramatically from the 2013 values. The other most surprising thing is that the budget for communication was also reduced in 2014. Common knowledge would suggest an increased funding in communications and counter-terrorism programs. The capital program also surprised me since the department seems to have an elaborate ten-year plan that underfunded.
