Before Federation (prior to 1901), Australia was not a nation; each of the British colonies was its own self-ruling state. Each had separate laws and regulations and functioned effectively as a separate country. Those colonies were: New South Wales, Victoria, Queensland, South Australia, Tasmania and Western Australia, the last one to join (Singleton et al. 2013, pp.55-56).
