Introduction
Richard Joseph Durbin was born on November 21, 1944 in East St. Louis, Illinois. After graduating from Assumption High School in 1962, Durbin attended Georgetown University where he earned his bachelor’s degree in 1966 and his law degree in 1969. After law school, Durbin returned to Illinois where he initially started a law practice before agreeing to become legal counsel for then Lieutenant Governor Paul Simon.
