Introduction:
This memo communicates on a literature review conducted on the ‘Effectiveness and Efficiency of Air Traffic Control Mechanisms with Increasing Flight congestion in Dubai Aerospace’. The abstracts indicate preliminary findings on the subject matter after a review of relevant literature on the subject.

Abstract
The implementation of advanced Air Traffic Management techniques in the UAE will lead to optimal utilization of limited air space resource. The strategic plan seeks to implement improved ATM techniques over the short, medium and long-term. The ultimate aim shall be the operation of the Dubai air space in a productive manner to all air space users concerning safety, efficiency, cost reduction and commitment to the environment and international standards.

Short-term aspirations of the strategic plan were implemented in line with the achievement of medium and long-term goals. Dubai air space availability was capped at 53% for civil aviation at the commencement of the study. With efforts expended towards the freeing up of military reserved air space during a time of low/ military inactivity, significant savings were made from reduction in fuel costs. Average savings made from fuel savings after the implementation of this strategy were recorded at 13%, computations made from projected fuel use on traditional routes. The Aeronautical Information Management system holds the role of maintaining and availing aeronautical data to users as required. The implementation of a more flexible data handling system, with increased user interfaces enables efficient flights between points. The implementation of the electronic flight bag reduced delays between landings by improving pilot’s access to user information through different media. Additionally, the Electronic flight bag adds increased access to information necessary in flight conduction, thus reducing reliance on paper material within the cockpit. The preliminary introduction of the electronic flight bag in flights with the UAE has shown improved pilot efficiency/ reduced incidences. The implementation of the ‘UAE AIR TRAFFIC MANAGEMENT STRATEGIC PLAN – 2030’ is promising increased efficiencies and cost reductions in future going by its current successes

Abstract
As the world progresses towards improved and automated Air Traffic Management systems, new technology is bound to emerge. The drafting and presentation of this paper seek to offer guidelines on emergent global ATM systems, seeking to harmonize and integrate global ATM systems without compromising on safety. The development achieved by different regions should be harmonized in keeping in line with set regulatory conditions, while improving efficiency and profitability.

The ICAO executes its mandate of coordination of global air strategy, planning and harmonization on a continuous basis. The regional task force mandated with the coordination of Middle East Air Navigation Planning and implementation Regional Group, (MIDANPIRG), conducted the coordination of the UAE’s ATM restructuring with the rest of the Middle Eastern nations. The UAE reported a higher rate of ATM strategies implementation in relation to other Middle Eastern countries. The implementation of the electronic flight bag occurred in Dubai within the Emirates airline. Further, Dubai being one of the high-density air spaces in the region, has implemented the use of SSR Mode data link. Other areas within the Middle East continue on the reliance of Very high frequency signal (VHF), which puts Dubai in a superior position in terms of flight control and traffic management. Dubai’s collaboration with the ICAO continues to bear fruit in their quest for advanced ATM technologies by coordinating their restructuring process in line with a global framework. In the field of airspace management, Dubai has embraced the efforts of ICAO in coordinating the implementation of a common upper air space ATM system in their areas. Dubai utilizes the common air space to its advantage in connecting its high number of international flights. The embracing of the regional plan has showed promise in the achievement of Dubai’s 2030 strategic plan.
