The situation on Earth
After humans were expelled from Pandora they returned to Earth in defeat, having to contend with the fact that their depleted resources were now unable to be resupplied. In desperation, they decide to reform the defunct RDA into a new organization. The former Resources Development Administration is restructured into the Resources Acquisition Group (RAG) which has determined that a more peaceful approach may be to use Pandora as a case study for house Earth itself might be revitalized using a small amount of resources and information given willingly by the Na'i.
The “Avatar” program is therefore readopted into this new organization as the source of both diplomacy and scientific, as well as moral, observation. The program would be much like the previous one, except that instead of being implemented with the intent of usurping the resources of Pandora the focus has been changed to better understanding the culture of the Na'vi and their ability to live in harmony with their world.
While it is evident that not all of humanity will be able to adopt these standards of passivity only those that are deemed to have the capacity to go the planet without harming anything will be selected. The organization therefore focused their selection on the scientific community, particularly those in Anthropology who would be interested in observing the planet in its most natural state and so would not be tempted to cause disruptions to the environment or its inhabitants. A woman named Ceres Stern is selected to lead the expedition, and she chooses a few other candidates and is sent to Pandora.
The situation of Na'vi
While the rest of humanity had been expelled, Jake, with his new Avatar body, and the other scientists that he was with set out to explore Na'vi on an expedition of their own. Over the years since the final battle of the first movie, Jake has become the leader of the clan and organized a strong defense of Hometree in case of another human invasion. He has, furthermore, along with other Na'vi, explored further reaches of the moon and found other tribes with similar views regarding the need to defend the moon. Meanwhile, the scientists that Jake left back at Hometree have taken the technologies left behind by the battle and found ways to re-purpose them in more natural biological ways, creating a whole new form of technology. This is a form of technology that is able to coexist with nature with no ill effects.
When Jake returns with diplomats from other Na'vi tribes, they are all given this new technology which they use to build up their society to a greater degree. Upon the arrival of the Anthropologist and her crew Na'vi has been virtually transformed. While the ecosystem is still intact, they have developed a much more technologically advanced civilization. They have even developed methods for space flight and had begun to explore other nearby planets and moons.
When the party arrived they were greeted by a friendly, yet well-armed, group of Na'vi who took them to meet with Jake and the other leaders of this new inter-planetary federation. Ceres was given an Avatar, which the Na'vi had reverse engineered, and allowed to live among them for a time. She studied their connection with the planet, despite the fact that they had developed technologies to make their lives easier. She found that many of the Na'vi still lived on Pandora in their tribal state, but happily interacted with those that had gone to explore new things. She found that all of the Na'vi still worshiped their guardian mother and even those that traveled to other worlds would still come back to die on their home planet.
The anthropologist was able to meet with them and learn a great deal about their civilization, such as their goddess Eywa, whom they still revered, however, it seems that they already had learned a great deal about her own. Na'vi anthropologists met with her and they discussed at length the culture and social systems of the people of Earth and the best way to apply specific moral and political principles in order to achieve a unified system of governance. Ceres, in turn, learned a great deal about the Na'vi themselves. She was taken to their Hometree, which was now considered to be a sacred and protected sight.
Ceres was able to learn a great deal about the societies, culture, and biological environment of the Na'vi. Her and the Na'vi anthropologists worked together in order to establish a much stronger foundation upon which they could understand each other's beliefs structures. In considering how the adoption of technology on Pandora was able to leapfrog over the harmful effects of industrialism Ceres realized that the same principles could be applied back on Earth. With the blessing of the counsel that now ran Pandora's government, she was able to leave with the technical plans that they had all developed together for the implementation of a new technology on Earth. Returning to Earth, Ceres was able to help the leaders of implement these new technologies, which no longer relied on the consumption of natural resources, but instead utilized ways of integrating biology in order to create new technologies.
