The entire and main course of vision of the United States (US) department of Human Health Services (HHS) is basically to ensure that the live of the American people would have been spent effectively, healthy and successful as well. An amount of $130 million being appropriated to the improvement of the mental health services (Department of Health and Human Services, p.102). These mainly focus into the expansion of treatment that is being provided for mental health and to create awareness. Out of $130million $55 million is being appropriated towards the AWARE project (Advancing Wellness and Resilience in Education). In this more training has to be provided to the school and communities who can handle the first aid and can refer the students with mental issues to required services. An amount of $50 million is required for the training and about 5,000 members are required for the service. And an amount of $25million will be appropriated towards the transition of youth between the age 16 and 25.
An amount of $20 million is being appropriated towards the National violent Death Reporting system for the expansion in the surveillance system in all states. And about $10 million is be appropriated for the CDC (Centers for Disease Control and Prevention) in order to provide assistance in the research and in taking preventive measures against gun violence. More amounts have been exclusively appropriated towards the training program related to the primary care and for supporting the heath care service providers. These budgets will extent support/assistance to about 8,800 professionals and 2,800 additional primary care service providers. An amount of $3.8 billion is being appropriated for providing health care support to 22million patients.
About $327 million is being appropriated for the Family Planning program along with the reproductive health care services to women in low-income category. An amount of $4.4 billion was appropriated to the HIS (Indian Health Services) for improving the health care services to AI/AN (American Indians/Alaska Natives) which will cater two million people. In four years the amount of $800 million appropriated for the improvement of mental health in the region.
The amount of funding towards the treatment of HIV/AIDS has been increased to $20 million and an additional amount of $10 million allocated for the purpose of AIDS Drug Assistance program. This program ensures that patients with HIV will be in a position to access the required medication facility. Similarly, an amount of $10 million is being allocated for the prevention of AIDS/HIV. A diversion of $40 million from those less effective activities to the more effective activity related to HIV has been made.
About $4.7 billion was appropriated towards the Food and Drug Administration total program. From this amount $10million is being apportioned for procuring new resources for improving the food safety and for the import of medical products to US through the Food and Drug Administration. An amount of $415million is being appropriated towards the development of next generation medicines as a counter measure to the threat against the chemical, nuclear, radiological and biological. More financial assistance is being provided for both NHI and FDA for the research and about $250 million spent on the Bio-Shield Special Reserve Fund for the acquisition of the new medical counter measures against the above mentioned threats. Apart from these funds, additionally $140million is being appropriated for the activities with high priority (Department of Health and Human Services, p.97).
AMD (Advanced Molecular Detection) is the new initiative in which an amount of $40million being allocated. Apart from this $12million is being invested in the CDC public health program for reducing the infections is more than 1,800 facilities. And $16 million is invested in the Food Safety Modernization Act for the improvement of the food safety, surveillance system to reduce the illness. Amount of $3.6 billion is being invested in the Mental Health Services Administration which again falls under the Affordable Care Act. Maintaining the heath records in electronic manner is quite essential and about $26 million is being invested in the Health IT support (Department of Health and Human Services, p.98).
About $1.4billion is being invested in the high quality of infant and toddler care. This provides for high quality learning to the children and an additional amount of $200 million in being invested in the States for enhancing the quality of service and planning to appropriate about $7 billon in the next 10 years for the same purpose. The future plan is to invest about $15 billion over 10 years for the increasing the voluntary home visiting service. Similarly, an amount of $45million is being allocated in three years of time for reuniting the children with their respective families. An amount of $10 million being invested for preventing and addressing the issues related to human trafficking (Department of Health and Human Services, p.99).
An amount of $640million is being allocated to CHIP (Children’s Health Insurance Program) to reduce the errors related to the payment, to prevent the frauds and for targeting the high-risk services and do deal with the issues related to the criminal and civil enforcement. An amount of $3 billion is being allocated to the LIHEAP (Low Income Home Energy Assistance program) for providing assistance to the low income people with both heating and cooling facility and about $50 million is being allocated as a grant for reducing the energy burden. HHS is targeting for the improvement in providing support permanently, and for supporting fiscal reforms related to the Medicare payments of the physician. Concentrates in the improvement of health care services and in enhancing the accountability and the Medicaid program these are the way the allocated fund will be used by the HHS.

For the purposes of addressing issues related to HIV/AIDS scourge, congress allocated $20 million so that this people’s needs are addressed in totality. The government allocated these funds since this is a very vulnerable group in the society that needs the full support of the federal government in order for them to be productive members of the society. Specifically, $10 million has been set aside to fund the AIDS drug assistance program so that people suffering from this disease are assured of having medicine that prolongs life.
In order to guarantee that the future of the next generation is guaranteed the congress allocated some funds that will be used to fund the development of next generation medicines. This noble objective will be achieved in the year 2014 since there is a massive $ 415 million allocated for this purpose. Additionally, the government has allocated the Bio shield special reserve fund 4250 million dollars to fund its activities.
This will have the objective of stopping deadly disease that threatens the lives of any American. The congress approved $40 million for this program so that the funds can be used to fund smoldering disease outbreaks that are missing now, find disease outbreaks faster, in order to protect communities, and stop threats in the United States food supply.
Consequently, the congress found it important to approve budgetary allocations that could be used to fight infections in the American society. This led to $12 million to be allocated for public health so that the government through the department of health is able to use these funds to fight the increasing level of infections in the United States (Office of Management and Budget, p.104). These funds will be significant to reduce infections that are the leading cause of spread of disease that can be controlled. This will guarantee that fewer American will contract disease and thereby making sure that the United States moves towards a healthier society (Department of Health and Human Services, p.100).
The congress therefore approved a substantial amount to be set aside so that the department of health can use this amount to fight mental illnesses.$ 4 3.6 billion has been set aside to be used by the department of health and human services to support mental health administration(Department of Health and Human Services , p.93).
Additionally for health programs to be successful, the federal government needs to provide funds that can be used to acquire the necessary IT support to facilitate health programs. The department of health and human services was allocated $26 million to aid in the development of the IT infrastructure that will assist in the supplementing of human effort to offer excellent health services to Americans.
The congress also knows that the future of America lies in the children that are born today. To secure the health of these children, the department of health allocated some funds specifically for this purpose $ 1.4 billion dollars as been given to this department so that it ensures that infant and toddler care is done with the highest quality.
The budgetary allocation to address issues relating to trafficking and its prevention by this department is $10 million. This amount will be significant for the department to fund activities that can prevent this act and minimize the consequences that arise out of human trafficking to the United States.
When it comes to issue of the health of children, the congress consented to the federal government aim of having some money set aside for funding children’s health insurance programs. The federal government through the department of health and human services will spend $ 640 million in order to address children’s health insurance needs (Office of Management and Budget, p.104). This is because of the uncertainty that may sometimes accompany children’s health and lack of finances by parents or guardians to sufficiently cover the expenses related to the health needs of children.
The health sector in the United States is also one the largest energy consumers. However since the federal government has been advocating for saving on energy, it has allocated a certain amount to be used by the department of health to exploit alternative sources of energy so that it reduces the energy burden it may face (Wayne D. Hoyer, p. 143).
It is more than important for the agency to modify it goals accordingly and effectively at the same time and it could be happened with the help of allocating the funds effectively to all of the selected departments. This particular thing not only essential from the viewpoint of the agency but also effective from the standpoint of economy as well, because according to the rules and regulations of the economy, circulating is more than important for an economy’s power, therefore circulation of money should be there between companies and other government or non government agencies and companies to move effectively in total.
In conclusion, if the department intends to successfully meet its spending objectives, then it should put in place control measures that will ensure that the money allocated for different functions is used according to the pre-established plans. This will be a significant step for the department to promote the health of Americans.

The Community is now considering spending the allocated money into five different places, which predominantly are, education, disease management, HIV/AIDS ramification, Food and Drug Administration and Children based learning in total. The proportion of spending on education would be 22% or 22 billion because it is now become an integral thing from the viewpoint of an economy in total. The biggest proportion would be allocated on the level of HIV/AIDS ramification in total, because it is more than important for the economy to eradicate this disease completely from the company because it is not at all effective from the viewpoint of the company.
