Compensation
The intervention program requires 12 funded positions namely:
A: Disease Intervention Experts (DIE) (8 positions): USD 240,000.
These positions would be under the HIV/Aids prevention unit of the Ministry of Health. Even though they would be housed in various community health care centers, they would have similar role or functions; HIV testing and counseling. These employee would be involved with HIV testing and counseling on a full time basis. They will also collaborate with various agencies to offer testing and counseling to population at risk of contracting HIV; particularly the minority groups. In essence these positions would allow the program to realize the objectives in testing, counseling, and prevention measures.
B. Clerk stenographer, (1 position): USD 8,000
This position would be held under the Ministry of Health. Fifty percent of the position is charged to the budget and the responsibilities given under this position involve the statistical, stenographic and clerical functions of the HIV testing and counseling program such as preparing the HIV record and forms, processing and reporting the test results, filing medical records, cross tabulating the epidemiologic information through electronic systems, offering stenographic support to the DIE staff as well as preparing purchase orders of laboratory and office supplies of the HIV intervention program.
C. Public Health Educator (3 positions): USD 114, 600 The person holding the position of public health educator would be charged with educating African, Caribbean and Black individuals on the need and way of preventing HIV and would be located within the community. Every educator would undertake a diversity of province-wide, community-centered activities to execute the impact goals as stated in the project funding. The educators would coordinate and cooperate with community and government leaders throughout the province to establish networks that facilitate HIV education amongst the minority groups particularly African, Caribbean and Black Communities.

This amount of funds is required for the DIEs to travel across provinces as they discharge their duties; providing HIV testing and counseling among ACB communities This figure also covers the expenses that the employees would incur as they travel across provinces for training and meetings.
Supplies
The anticipated total costs of supplies is USD 94,000
Serum (Elisa Kits) USD 50,400
That is, USD 3 for each test, working on approximately 16,800 tests. This figure is required to buy the HIT testing kits for the laboratory Units of the MOH. Approximately, 14,000 HIV tests would be conducted by the laboratory during the budget period. Taking the assumptions that an average of a fifth of the test would be conducted for repeat testing of indeterminates or positives and for quality control purpose as provided for by the manufacture and the Health care regulation, a sum of 16,800 tests would be conducted. This figure takes into count all tests that would be performed through the HIV intervention program. As a result, the approximated cost of supplies would be USD 50,400.
Reagents USD 5,500
USD 25 per test for a total of 220 tests
Such figure is required to buy laboratory supplies to conduct the Western Blot test. In the course of this budget period, 14,000 tests are expected to be conducted. Taking an assumption of 1.6 percent rate of positivity or indeterminacy, it is anticipated that 220 Western Blot tests would be conducted.
Other Testing and Counseling Supplies USD 17,500
The laboratory forms would cost USD 8,250; that is USD 0.75 per form for 11,000 forms. Paper and printing costs would cost USD 1,000, since HIV/AIDS informed consent forms as well as educational materials would have to be printed. Phlebotomy necessities would cost USD 8,250. This figure is required to buy needles, vacutainers, needle holders, alcohol, cotton, band-aids, sharp collectors and gloves, which are required to perform phlebotomy on approximately 11,000 individuals at USD 0.75 per individual.
The costs of Testing and Counseling (Oral) USD13, 400
The HIV prevention (testing and counseling) intervention program would continue the outreach initiative to offer HIV testing and counseling services vial oral collection instruments or tools to hard-to-reach men who engage in sexual activities with other men as well as IDUs. Approximately, 1,620 tests would be conducted since an average of 20 percent of the total tests is to be indeterminate or repetitive testing.
Educational supplies USD 7,200
Training materials on HIV prevention are an integral component of the intervention program. The material would be distributed to ACB individuals across all provinces.
