Opportunities include:
Moderate growth of the Brazilian passenger automobile market by 1.5-3% is expected due to the increase in GDP level, growing customer confidence and raised access to funding (Berger, 2014).
Threats concern:
In Brazil, there is an understanding that the strengthening of civil society will strengthen the country’s position in international relations, will contribute to making this regional country into a multipolar world leader. The country supports the principle of social fairness (Hongying, 2010).
After careful analysis of Rio’s environment it can be concluded that congestion pricing in Rio would be successful because of favorable city’s position in the country, its intention to decrease GHG emissions, moderate growth in automobile market, increase in the number of tourist arrivals due to upcoming Olympic Games and other events, growth of population and urbanization, as well as the extensions to public transportation paths, extra biking arrangement, and policies on metropolitan system. However, the factors of city’s weak transport infrastructure, fierce competition among players of vacation industry, Brazil’s extremely high crime level, political instability, high level of inflation, unemployment and taxes along with challenging condition of commercial automobiles’ industry should be taken into account.
Stakeholder analysis
Private investors need the subsequent refinancing of investment in transport infrastructure object created by a levy. According to president of the investment promotion agency Rio Negócios in Rio de Janeiro Mr. Haddad, the city should help investors and businesses as city’s customers to prosper (McKinsey & Company, n. d.).
Speaking about the most appropriate congestion pricing in Rio, it should be concord charges system. This choice is made because in this case drivers would be obliged to pay only for entering special area and the problem of social fairness can be regulated. Effective reduction of traffic in a certain area will bring benefits to the city with growing population, urbanization and tourist arrivals.
Other types of congestion pricing are inappropriate for the city because of their strict conditions of payment, for example, for miles driven, time of the day, number of passengers, etc. With low socio-economic conditions, Brazilians cannot afford make additional payments for the transportation.
