The committee membership in the United States of America is not diverse. The polarization of the states is dividing the area into different districts which awards one political party an electoral advantage, and while forming the committees, most members are from the benefited political party. The varying of the voter's ID throughout the states results in a lack of diversity as not all citizens are given a representation chance in the government. While electing the committee, the voter’s turnover is less, and those people who are not present are not likely to be presented.
The legislators play a vital role in the committee. The pieces of the legislation supported by the board are the process of law making. Throughout the process, the committee has to make its consideration. They look over the legislative process and introduction of the referral bills which the duty of the committee is to carry the consideration process. The referral bills are introduced to the house floor, and the Senate floor and the Senate carry out the executive business. Resolving of differences takes place, and the presidential action is taken, and the action becomes the public law. The legislators make sure that the after a bill has been introduced, it passes through all the required processes to become a public law (Brooks, 2009).
The legislators bring the experience of law making to the committee. They have to be part of the committee while they are making the consideration in the making of public law. The law is passed through several processes, and various committees such as in the House of Representatives and the Senate have to make their consideration. It is the duty of the legislators to explain the law to the committee so that they can decide if they will support it or not.
The legislators and the committee appear more moderate and bipartisan. The two parties do not agree on everything in daily bases. However, they at times are moderate with each other when they need to agree on a certain bill so that it can be passed to become law. The committee concentrates on making decisions concerning either the Senate or the House of Representatives. The legislators, on the other hand, are involved in passing laws which are for the public good. They at times agree on something’s while others times they defer
The legislators would desire to be appointed to this committee since they would be able to influence the decisions of passing or dissolving some bills before they are passed. The legislators are involved in introducing a bill to the committee; introduction of the bill does not always mean that the legislators want it to be passed. Being part of the committee, they would be able to show the other board members on the benefit or disadvantage the bill would have on being passed as a law. They will then influence them to dispute or pass the bill, as they feel its best benefit.
The committee primarily offers oversight, substantial or procedural legislation. The committee is involved in the entire legislative process which is the committee consideration. They look over the entire legislative process from the introduction of the referral bill to the passing of the public law, with the help of the legislators. The committee has to be part of every process from the scheduling, House and Senate Floors to resolving the differences and in the presidential action (Brooks, 2009). The committee is, therefore, necessary for passing public laws through the help of the legislators.
