It is important for the governments to focus on TOC groups. TOC groups are believed to carry out transnational crimes and illegal action. The groups is a threat to national and international security. The governments have to deal with the TOC groups and ensure their global networks are destroyed (Forest, 2007). Also, the actions of TOC groups weaken government institutions. TOC groups destroy legal businesses and hinder economic development. The government has to control the growth of TOC groups to encourage economic development. Also, some of the TOC groups are linked to terrorism. Therefore, governments have to focus on TOC groups as a way of controlling terror-related activities. The government's focus on TOC groups through investigative techniques, informants, surveillance, as well as undercover operations.

New technology has created ways whereby the law enforcement agencies can identify and observe people, deduce their behaviors and track their locations (Sageman, 2004). Those who have been profiled as TOC groups and terrorist can easily be monitored by intelligence agencies. Security experts use technology to uncover the plans of terrorist. The digital signal processing enhances the role of law enforcement in dealing with terrorists and TOC groups (Forest, 2007). Also, the information security community plays a key role in protecting against TOC groups and terrorism. The terrorist and TOC groups use modern technology to carry out their activities. Community security community comes together to share information and intelligence on actions that may be hostile to the public. For example, InfraGard refers to the partnership between the private sector and the FBI in preventing against terrorism.
