Part 1
According to Schram & Tibbetts (2014), there are 4 general goals of the strategy of achieving homeland security. These are:
Prevent and disrupt terrorist attacks
Protect the American people, critical infrastructure, and key resources
Respond to and recover from incidents that do occur
Continue to strengthen the foundation to ensure long term success.
Here are my suggestions that could potentially improve the framework. As for the first goal, it would be better to prevent any terrorist-related weapon from entering the territory of the United States in order to prevent any terrorist-related operations within the US territory. For the second goal, certain actions should be taken to protect the citizens of the United States. For the third goal, the government should pay more attention to its capability of short and long term recovery of lives and properties. As for the fourth goal, the only suggestion is that if we want to ensure long-term success we should identify and solve any problems right after they arise.
Part 2
It is important to understand that nowadays the US government is paying more attention to illegal immigrants or illegal drug cartels rather than to illegal weapons of mass destruction and terrorist entering the territory of the United States. These issues are currently of the highest concern and cause for alarm, since we cannot be sure that terrorist are not living in our neighborhood and lack of actions from our government makes the situation even worse. However, we are also responsible for this and we should not put all the blame on the government. There were a lot of instances when people could have prevented a lot of terrorist attacks, but they did not just because it was not their business and they decided to keep their mouths shut.
