The existing laws on procurement in many states have now defined and clearly distinguished between the lowest bidder and the lowest responsible bidder. For anyone to have the fulfilment of enjoying the awarding of a tender, he or she must be the lowest responsible bidder. The divergence between the two is the word responsible and it carries immense weight to the whole definition. A bidder is said to be responsible if he or she can perform the contract of supply of goods and services as promised . This encompasses several attributes that include trustworthiness, fitness of the goods, as well as the quality. The lowest responsible bidder also has the capacity and is qualified to perform the said of awarded contract. It is, therefore, critical that states only award the tenders to the lowest but responsible bidders. This will reduce disappointments that may arise due to late deliveries or no deliveries whatsoever.
The Cohort Survival Method of future projection has been widely used to ascertain and project the enrolments of students at district levels. Another critical method of enrolment projection is the Simplistic Method . This method uses the trends extrapolations that have been enrolled in the previous years to estimate the number of students that will be enrolled to a particular school in a given year. The upward and downward movement of students as they change in enrolment is given as a consideration when estimating how many students are expected in a particular year. Moreover, any graphical and mathematical projections that may form a curve can be used in the trend method to make the projections .
The resulting projections using the trend projection method were useful but not accurate. The discrepancy was minimal and the estimations were useful to the district schools to help in the budgeting and other important aspects of organization of the school district matters.
