A Study of Issues Affecting Emergency management of Road Accidents
Problem Statement
Road accidents are real issues that affect every nation. The extent of its effects is the most alarming instance that needs to be addressed if any affected country opines to curb the situation. In this case, emergency operations in my country have been on the forefront of safeguarding those who fall victim of the consequences of accidents. The management with the mandate of curbing accidents is placed in a way that it has set backs and back trailing instances that require to be abetted. The purpose of this study is to identify the problems that have been affecting the emergency rescue operations when it comes to accidents. In this regard, however, my point of reference will be on road accidents. It is because the majority of people who in any instance or circumstance engage or get involved in road accidents, they barely get adequate assistance from instituted institutions responsible for manning up the process. As a matter of reality and fact, it is true to adduce those transport emergency operations are crippled by existing loopholes in management. At the same time, lack of adequate technology and resources is another factor that fosters the inability of emergency operations to adequately work on their mandate. In this regard, rescue operations in the context of hospitals, rescue cars and personnel are what are in my interests of emergency operations. Issues of mismanagement have center staged on the services that have been occasioned to offer assistance to accident victims. The reason for this study is the ineffective emergency services have been responsible for accident deaths. The accidents affect drivers, pedestrians, taxi men and all kinds of people who fall in the category of road users.
Literature Review
Background of Problem
According to Naaten in his book, Road User, Behavior and Accidents, he addresses that, the issue about accidents is not fallacious; it is envisaged and witnessed in today’s lives. Similarly, he states that, the issue about accidents cannot be conclusively discussed devoid of emergency operations that follow suit. He states that, the management towards the issue about emergency operations especially in the instance of road carnage in our country has been characterized by the following aspects. Majority of the mangers have been failing in their mandates (Action, 2013). In this instance, research and past occurrences have adduced that, most of them have been trending along paths of corruption, mismanagement in all spheres and total violation in work ethics and ethos. Paula further denotes that, emergency operations have been on a slow pace towards their full discretion of their purposes. In this instance, several deaths especially in as far as road accidents are concerned have been reported. Similarly, it has been noted that, from historical perspectives, the attitude towards emergency operations has been on a negative scheme. In this regard, it is plausible to note that, the government and the relevant bureaucrats in the rescue departments have not been responding to circumstances that need their services to the extent that the needs call for. Emergency operations have been on the verge of poor and under staffing instances (Cheremis, 2010). In such cases, Foren Graig in his research on the possible impacts that affected the emergency operations in the nineteenth century states that, lack of properly laid down principles that guide the functionality of emergency operations. In this case, therefore, this information from these researches add up to the fact that, the instances that engulf our emergency services have not started today. It is a situation that manifested itself on the expansivities of this earth’s surface ever since the discovery of the technological age that ushered in locomotives (Naaten, 2009). From the information gathered from the past that have been affecting the transport sector in as far as emergency services are concerned, current issues can also be highlighted. It is reasonable that, measures can be devised on how to go around the impacts that lack of properly functioning rescue operations is concerned.
Supporting Evidence to the Problem
Management of emergency operations has also been under the effect of lack of competency in those that are mandated to carry out the emergency operations to the latter. Form the onset, emergency, is a term that means that the instance at hand needs and demands due care. In the event the same event meets a bureaucrat or official who does not fully understand the guidelines and expectations of the service, it is obvious that deaths can be caused. In this instance, it is reasonable to denote that, emergency operations are along the aspects of making sure that victims of disastrous circumstances get a remedy and continue living as usual. In essence, it is an activator towards effective and long living. When it comes to road accidents, emergency operations come in handy. However, the setbacks that engulf and grossly affect emergency operations are along poor management ad lack of adequate staffing (Entire, 2010). It should also be regarded that, the current positions as far emergency management is concerned, can be adduced to from past instances. Historical information on the same has been important in making it possible for me to substantively canvas the issue under discussion.
