Eric Shinseki with the proposal:
How to low costs in the veteran apartment
INTRODUCTION
PROBLEMS:
AMERICAN HEATH CARE SYSTEM
VA ISSUES
COSTS
CONCLUSION
It is well known that the U.S. has the most extensive help system for veterans in the world. This system exists from 1636th, when the Pilgrims Plymouth Colony was at war with the Indians Pekuot. Then was the first time when was mentioned that a soldier who is injured must receive help from the colony. 1776th, on the Continental Congress was the first time when was mentioned pension for the injury military. Nowadays, MDC is available to all state veterans homes, incidental medical and hospital treatment was provided for all injuries and illnesses, whether or not the service of origin.
Since the Department of Veterans Affairs is one of the strongest creations of the States, which draws a lot of money from the state budget, it would be good to organize a group of volunteers who would monitor developments and office documents and promote her work, with special emphasis on cost reduction. Duty of this group would be to increase the services of Department by decreasing the treasury of our country, and by that certainly improve our country. Their job would be to find solutions and research already made decisions. `` USAspending.gov, an information resource provided by the federal government, has reported that, from 2000 to 2008, the Department of Veterans Affairs spent $61.2 billion on goods and services from private contractors. The lion’s share of the money that was paid to the VA’s 109,436 contractors went for medicines ($22.4 billion), medical and surgical supplies and equipment ($4.9 billion), hospitals maintenance ($1.8 billion), hospitals supplies ($1.7 billion) and nursing home services ($1.5 billion).`` (AllGov, n.d., p. xx-xx)
Time now, there is a backlog of about 650,000 people with disabilities according to hall. VA officials expect that number to grow to one million additional compensation and retirement claims. Average time required for VA to process your request is 183 days; these delays caused the serious financial, emotional and functional impact on the lives of invalids and their families.
Also, there are too many homeless war heroes, who need a roof over their heads. The plan is to reduce the number of homeless people on the minimum possible by 2015th. But how is it really possible that we have a budget and costs that we have?
Also, one of the major problems is the increasing number of veterans with PTSD who need medical care, as well as a great hero with mental health problems.
Faced with high rates of suicides of thousands of veterans, budget cost of treatment of PTSD, the Army is looking for ways to reduce stress in members of the U.S. military who stand behind a decade of participation in combat in Iraq and Afghanistan.
According to the grim statistics, 2012th year, for the first time in at least a generation number of suicides among soldiers on active duty (177) exceeded the number of soldiers killed in combat (176).Similar disturbing trend noted in all branches of the U.S. military and reserve forces. Last year, 349 soldiers committed suicide, while 295 were killed in combat conditions.
However, the statistics are even worse. Most of the soldiers committed suicide after he had retired from active service, which is officially registered as a veteran's death.
According to these figures, about 6,500 former soldiers are killed just last year, which is roughly one suicide every 80 minutes
The U.S. military began exploring both traditional yoga and Buddhist meditation can improve the readiness of our troops to cope with stress, according to U.S. television station NBC, which states that the testing done at Camp Pendleton U.S. Marine Corps in Virginia.
Those are measures that can truly help our veterans and cut down costs.
However, our system is such that everyone gets the same. The first change would need to be obtained by any merit, or by the number of years, participation, and of course, by the heath issue.
VA system is divided into several groups. But, few groups are very close to each other.
`` Eligibility for VA health care is dependent upon a number of variables, which may influence the final determination of the services for which you qualify. These factors include the nature of a veteran's discharge from military service (e.g., honorable, other than honorable, dishonorable), length of service, VA adjudicated disabilities (commonly referred to as service-connected disabilities), income level, and available VA resources among others.`` ("VA Health Care Eligibility | Military.com", n.d., p. xx-xx)
Once to include a number of years in service and the manner of injury, we would save a lot more money from the state coffers, and we certainly would not be offending our heroes.
``Since the Post-9/11 GI Bill was implemented on Aug. 1, 2009, VA has provided educational benefits to 773,000 Veterans and their family members, amounting to more than $20 billion in benefits. Approved training under the Post-9/11 GI Bill includes graduate and undergraduate degrees, vocational/technical training, flight training, correspondence training, licensing and national testing programs, entrepreneurship training, and tutorial assistance. ``
It is known that we had a lot of war heroes. It is also very known that we lost $ 379billion on this first month of first year in Iraq, and by October 2009, three years later, figure crossed $ 690 million, or about $ 2,300 U.S. per capita costs, ie. averaged $ 2,200 million a week, or about $ 8.8 billion a month .Great Britain is in turn spent about 4.5 billion pounds in the war
Joseph Stiglitz, a former World Bank economist and Nobel laureate, said that the war in Iraq is to blame for the weakening of the U.S. economy. According to him, the war which was initially called a "war that will pay for itself," has cost America 845 billion dollars directly in the first five years. In his book "The War of the $ 3 trillion," estimates that the true cost of the war could be a $ 3 trillion, which could be the second most expensive U.S. war since World War II, which cost $ 5 trillion adjusted for inflation. Direct costs per his calculations are not counted interest on the loan used to finance the war, health care for veterans and the reconstruction of the destruction caused by the war.
And there are just simple solutions. Knowing that the Department of Veterans Affairs saved over $ 40 000 in Writing for Real people program, we realize we can be saving much more by just small reorganizations.
President Barack Obama asks Congress to take action and prevent the automatic budget cuts - called "sequestration." Congress and the President have agreed then that the future threat of compulsory sharp budget cuts is what will force the adoption of measures to reduce the national deficit. However, it was not to be effective and now cuts to take effect in a few days - unless Congress finds a compromise to reduce costs. Secretary of defense suggests that the training of troops and maintenance of aircraft and ships to be delayed or suspended, if reduction cost comes into force. And some 800 thousand civilian Defense Department employees will have unpaid day off every week. These are measures to deal with the volunteer group and the solutions that will certainly enhance our state.
This is supported by example Children's Hospital in Boston, which is a good test case; because they are jointly doctors, health care professionals and patients themselves contributed to significantly reduce hospital costs.
The Children's Hospital treats many diseases and spends a lot of money for treatment. But four years ago, the management of the hospital realized that the cost growth is unsustainable. Meanwhile, passed health bill much has changed.
ATO's management of hospital treatment and began a campaign to reduce unnecessary costs. The first attack was on internal costs, said Sandra Fenwick, chief manager. These are the costs of maintaining the space and energy costs.
When it comes to medical costs, is discussed and reduced unnecessary procedures and focus has shifted to efficiency and preventive checkups. Thus, for example, in children with asthma, the nurse was leaving the home visits and advised parents to make certain changes in the flat space and adjust child with asthma (such as replacing mattresses, cleaning, rugs and draperies ejection) and thus affected to reduce the risk of sudden asthma attacks in children.
It is necessary to raise awareness of our heroes, as do doctors and administration of this hospital in Boston.
In late June is expected verdict of the Supreme Court on the constitutionality of the law on health care, according to which all Americans are required to buy health insurance, while most companies need to provide for their employees. Americans debate the issue of health care for years, and in the meantime, the cost of medical treatment and insurance premiums, increased manifold. However, at least one expert says it would be part of the discussion that relates to the question of how to reduce costs without sacrificing quality of service.
`` The Department of Veterans Affairs (VA) and the Department of Defense (DOD) spent about $11.4 billion on prescription drugs for beneficiaries in fiscal year 2009. Since the early 1980s, Congress has urged the departments to achieve greater efficiencies through increased collaboration. Therefore, VA and DOD have attempted to restrain pharmacy costs by jointly contracting for some drugs to obtain discounts from drug manufacturers. `` (Kevin Drum, 2011, p. xx-xx)
This is not a way we should do it. In 2005, joint spending on prescription drugs amounted to $560 million, which saved $666 million. Not all of that "cost avoidance" was due to joint contracts, but if you figure that even a quarter of it was then VA and DOD could easily save upwards of $2 billion or so if they jointly procured, say, 80% of their drug purchases. This is especially true since the joint contracts to date have mostly been for cheaper generic drugs.
In the federal budget of the United States for 2010th year, the Ministry of Defense has been allocated a budget of basic 533.7 billion, with an additional 75.5 billion dollars in adjustment compared to 2009th and $ 130 billion for overseas potential. The financial report for the Ministry of fees, in 2010th, shows that the total defense ministry budget for fiscal year 2010. 1.2 billion USD. Of these, 1.1 billion were required, and were paid 994 billion dollars, and the remaining assets related to multi-year modernization projects requiring additional time for procurement.
It is certainly one of the better procedures cooperation of the Department of Defense with the Department of Veteran Affairs. Now that you cooperate, you could draw their attention to their spending. U.S. Department of Defense uses a 17.388, 000.000 l (4.600, 000.000 gallons) of fuel per year, which is approximately l 48,000.000 (12,600.000 gallons) a day. Large Military Division can be used at about 23,000 l (6000 gallons) per day. In the fiscal year 2006th, The Ministry of Defense has used nearly 30,000 gig watt hours of electricity for a cost of nearly $ 2.2 billion. Air Force is the largest user of fuel in the federal government. Air Force uses 10% of the national aviation fuel.
Conclusion
There are many employees that are specialized in some area, and they are being paid for doing administration business. Management should carefully observe acting of its employees, as well as to limit abuse by employees. Lots of money goes to traveling of employees, which work could be done over the Internet. It must be put an end to the abuse by employees. In addition, coaching of employees could be carried via conference calls.
Also, why does everyone have to get veterans hospital accommodation, regardless of the injury? I do not have to. Health system should be organized in accordance with the injuries. You need to cut costs by reducing the balanced at every level of the state.
Each department has agreed to cut costs. Some categories have simply shut down. They have to make money on advertising, so people gave foundation, ordinary people do not need to have partners. There would be no experienced doctors, who fill out forms. No need to poison our heroes’ with cheap medicines. System should have law to help veterans get the number of years served, unless the disability is not complete. Just to agree that all together and reduce costs. People need to instill patriotism to the point that they do not complain about the savings, but to respect them.
That is what our agency would be doing. We would give you suggestions on how to increase efficiency and reduce costs.
