A filibuster is an approach employed to defeat bills and motions by delaying debates indefinitely. This comes inform of long speeches, behindhand motions, and prolonged series of amendments. The senate may, therefore, end up a filibuster by raising a cloture, which involves the support of three-fifth of the senate. This implies that any motion in the house with less than three-fifth support will fail. This therefore means that, in most cases, the majority rule implies, where the majority wins. I think; therefore, those different rules for different chambers will help balance powers. On the other hand, it is impossible for the minority ideas to prevent the majority idea from being enacted, especially where the majority rule is employed. The idea of representation has also not changed.
Bureaucracy refers to a group of professionals and civil servants that are non-partisan and is responsible and mandated with implementing the laws and ideas. It is also the autonomous issue in public administration. Bureaucracy is involved with implementation of the policies, which is the fundamental mandate of the civil servants in the attainment of the goals of a state which includes social evenhandedness and economic development. It is delegate legislation. This involves making by-laws and rules and regulation within the legislature’s limits. Lastly, the Administrative adjudication, which is solving, disputes between the state and the citizens. Bureaucracy also performs administrative planning, enterprise among others.
The current Governor of Texas, Rick Perry has both formal and informal powers. For example, the Governor can transfer funds from one program to another or agencies in case of emergencies. This gives him an upper hand in controlling the budget of the county. Secondly, the Governor appoints hundreds of board members, commissions and agencies that help run the operations of the government at the county level. This makes him appoint qualified and also rewarding his followers by hiring them in the offices. The Governor also has a responsibility of addressing the citizens during the session and at the end of the session. He can also give emergency speech when needed throughout the term.
The U.S. current deficit is exaggerated and not true. This is because we co-exist in an agreement currency structure, whereby the United States of America could produce an inestimable number of dollars at no or little cost to meet its duties. A treasury bill, on the other hand, is an assurance that the government will give one many dollars-something that can be produced by the U.S. in large numbers with no cost. On the other hand, lenders are helping pay the U.S. deficit account. If foreigners stop paying, private investors will step in to pay the deficit. If the private investors also withdraw, this will lead to a dollar crush, which will hurt both Europe and Japan massively than it would hurt the U.S.
Foreign policy is the method and a way in which the United States interacts with other global nations. The goal of the foreign policy of U.S. is to create a safer, democratic, and wealthy world for the good of the Americans and the international community. The president negotiates accords with other nations, though the treaties enter into force if two thirds of the senate agrees to it. Although the president is the commander in Chief of the armed forces, the congress is the one who can declare war. State-to state diplomacy is carried out by the United States Secretary of State. He/she is appointed by the President. The congress has also powers to control trade with foreign nations. Methods of countering terrorism include; proper training to the military, employing Special Activities Division among others. This will defend citizens against chemical warfare in a number of ways. The main way is that as the military will get enough training, they will be able to detect, protect and decontaminate the chemicals.
Law is a system of guidelines and directions that are enforced to govern behavior. Laws exist to create order, to ensure that citizens co-exist in a peaceful way. Laws also exist to provide justice to the citizens. A law is a legal framework whereby a person is punished for the wrong doings. On the other hand, it provides equality to all. All citizens are equal before the law. It also protects the human rights, guide behavior and makes the society safe. If a person violates the law, he/she is to face the wrath of the court and sentenced. If the law is not fair, then the democracy of individuals is not met. The laws are made by the Congress in the United States, and then the court interprets it.
In states that a death sentence is legal, which is stipulated in the constitutions, there exists a balance between the right of the society and the political system. If the citizen, for instance, is found to have committed a crime that warrants arrest and that the right legal charge for the crime is death, I think the citizen should be given to explain the reason of the happening. Maybe the accused did so out of self-defense, also maybe he/she is of unsound mind. I would advise that before one is sentenced to death that they should be given an opportunity to explain themselves of maybe undergoes medical checkup.
