George Bush, five years later then the attack to the Twin Towers in New York on September 11, 2001, gives a speech from a written text (Bush, George 2006). He basically explains how the terrorist attack to the Twin Towers happened and what the US Government has done to prevent future terrorist attacks to the US. According to him, the terrorist groups hidden in the shadow of the US community with no name and no country background have formed some small groups and these small groups have planned some terrorist attacks to the American citizens. With the information gathered through some intelligence activities and the help of other countries, the US Government could figure out in which countries these terrorist groups were based and how they were sending small groups into the US lands. With these intelligence information, the US Government arrested those suspicious people in the US and in the other countries with the help of these countries' governments and placed them into a Cuban Island, the Guantanamo Bay.
These criminals were assumed to be different from other regular criminals and all those were done according to the US laws and the rights of a country attacked by the terrorist groups to protect its citizens. The terrorist people kept in the Guantanamo Bay were questioned and these questionings were not open to the public. The questionings in the island also have revealed some information of other terrorist leaders and terrorists. All these detaining program have been kept, thus the terrorist groups could not get what the US Government knew.
John Howard, the 25th prime minister of Australia, gives a speech just after the election and he talks about his party's policies in the following term. His speech gives quite importance to the global terrorism just after the September 11th terrorists attack to the Twin Towers. He basically states that the Australian Government will be cooperate with the US and other developed countries and use their intelligence information. The Australian Government will increase the investments in the defense services and more policemen will be hired to protect the citizens inside the Australian lands. Other important precaution for the global terrorism is to control the immigrants to the country. The Government will make new legislations to determine who can immigrate to Australia (Howard, John 2001).
The US Government has started a defense policy including inland and international dimensions and according to this policy they might suspect any citizen in the US lands and any person living in the suspected countries which might have be base for the terrorists groups. Also they question people without any public monitoring; in another word, we can say that there is no transparency in the process of the defense policy implementations (Posner 2012). The most striking dimension of the US defense or fighting against the global terrorism policy is that when a person is found suspicious, then he might be get arrested without any real proof and be sent to the Guantanamo Bay. Considering that questioning is not transparent in this island, no one can know what would happen to this arrestee which is actually against human rights.
The Australian Government also follows a similar way to the US Government. The difference between the two countries, the Australian Government aims mostly at dealing with the security inland while the US Government aims at finishing the global terrorism on the world. The Australian Government declared that they will control who would be permitted to enter the country. So when one wants to immigrate to Australia or move there to work, he might be rejected because he is suspicious or he is coming from a country which might be hosting the terrorist groups. The Australian Government would not place those people into a jail, however, they would be banned entering the country.
The American approach to the global terrorism is much stronger than the Australian approach. The US government assumed that they can run a fighting against the global terrorism according to the US laws and those might create some implementations against human rights and international agreements between countries (Goodhart and Mihr 2011). The Australian Government is very suspicious about the people visiting the country even though they do not have any certain information proving terrorist activities they involve.
