Lack of enough health care facilities offering unique services contributes to the poor state-of-health care practices experienced today. Most countries concentrate on improving health care services in urban areas and forget people in the rural areas who lack necessary health care services. The advanced practice of nursing plays a significant part in meeting the future health care demands of the State of Florida in the most effective manner. The rate at which chronic diseases shorten lives of people in Florida is worrying. In order to reduce the number of deaths from chronic diseases in the area, highly coordinated preventive care should be established to ensure an increase in health outcomes (Service Employees International Union, n.d).
Who proposed the business?
A team of professional advanced practitioner nurses came up with an APN business plan after realizing the diminishing state of health in most rural areas in Florida, especially in Brisbane.
What is the proposed business? Where will it be located? When will it start?
The business plan proposes the establishment of a Family Medicine Healthcare Centre (FMHC) in Bradenton community in Florida. The centre will help rural people from Brisbane access government health services in a more convenient and cost effective manner. FMHC will be involved in diagnosing and treating most conditions affecting people in the community including those suffering from chronic diseases such as Kidney failure. Moreover, the clinic will focus on quality health care and well-being of patients without fear, favour, or discrimination. In addition, the health care centre will be equipped with all necessary medical tools and materials in order to achieve the needed health care outcomes for the people of Brisbane. In addition, a team of qualified and professional health care providers will be employed to ensure only quality services are offered that encourage more customers to visit the centre.
Objectives of establishing FMHC
Family Medicine Healthcare Centre business profile
The business is expected to be one of its kinds in the region because it will use the current state of technology and skilled labour force capable of promoting growth and development through unique services. The business will incorporate all ethics and corporate social responsibility requirements in order to meet the demands of the federal governemtn. According to Sollecito & Johnson (2013), no substantive growth can be experienced unless an organization devotes to promoting good patient care and professional development. Quality care practices eliminated frustrations like those experienced presently in U.S. health care system.
Proposed Mission statement
The mission of FMHC is to improve the health and well-being of the rural population by allowing them access to high-quality health care services at the most convenient and affordable manner. The centre commits itself to offering excellent services and attracting more people to the business leading to its fast expansion.
Proposed services
The health care centre will offer a wide range of health services. The clinic will offer general care services to people of all ages. In addition, the centre will employ a team of experts to offer guidance and counselling to patients throughout the healing process. The proposed services are:
- Chronic diseases diagnosis and treatment: Examples of chronic diseases are
- Chronic kidney failure
- Diabetes
- Cancer
- Gynaecology:
- The processes associated with this service include Annual women checkups, PAP Smear Tests, Acute female reproductive problems, and family planning.
- Minor Surgery
- The clinic will be conducting minor surgeries such as lesion removals, wound stitching, and laceration repair.
- Dermatology: The processes associated with this service include
- Tetanus treatment
- Allergy testing
- Pheumovax
- Immunizations
- Paediatrics: The following services will be involved carried out under paediatrics
- Prenatal care
- Postnatal care
- Immunizations
- Routine checkups, and
- Annual physicals
Proposed Process for obtaining all anticipated registrations
In order for the facility to run effectively it must comply with all legal requirements. The most essential documents that must be obtained include the following:
- Central Contractor Registration (CCR)
Any business operating under federal state and local government should obtain Central Contract Registration certificate. The registration process will involve obtaining a Dun % Bradstreet (D-U-N-S) Number. D-U-N-S No shows the physical location of the business. Secondly, the business will be registered with the System of Award Management (SAM) in order to be included in the federal government database. Thirdly, the business will obtain a North American Industry Classification System (NAICS) code. The code assists in contracting, administrative and taxation.
- Clinical Laboratory Improvement Amendment (CLIA)
The CLIA Act passed in 1998 helps in establishing the quality standards for all health care sectors to ensure reliability, accuracy, and timeliness of laboratory tests and results. The test will be performed in order for the clinic to meet all federal requirements and qualify for the CLIA certification.
- Commercial And Government Entity (CAGE)
CAGE codes offer a standardized method for the federal government to helps identify a business at a specific location. In order to obtain this code, the business will first register with System Award Management (SAM), which gives business permission to work under the federal government. A CAGE code will be provided after registering at SAM website.
- Employer Identification Number (EIN)
Online application is the most preferred method of applying for an employer identification number. After the application, the information will be validated through an online session and the EIN will be issued.
- Marketing Partner Identification Number (MPIN)
MPIN is an individual password code allowing the person to access government applications. The application procedure will involve:
- Login in to the SAM website
- Scrolling down to the Point of Contract and view the MPIN.
f) National Provider Identifier (NPI)
The business will use the new revised form to apply for NPI. A web-based application process will be followed in order to ensure accuracy and efficiency. The application procedure involves login in to the National Plan and Provider Enumeration System and making an online application. The NPI code will be generated immediately after application.
Taxonomy Registration
- North American Industry Classification System (NAICS)
NAICS is a standard used buy American Federal government in classifying business establishments in order to collect, analyse, and publish statistical data in the U.S. business economy. The certificate will be acquired from the U.S. Government Web site.
- Small Business Administration
The above proposed business falls under small businesses category according to the U.S. business policy. The team will visit the Government Website and download the application form. The filled form will then be taken to the government offices responsible for registering new businesses.
- Standard Industrial Classification (SIC)
North America has a unique SIC code that requires new businesses to apply in writing in order to receive the operating code. The application form will be posted to the Federal Government for approval.
- Trading Partner Identification Number (TPIN)
The TPIN will be provided upon activation with CCR. TPIN provides access to the entire CCR registration process.
Proposed Staffing
Efficient staffs will make the business realizes its objectives and mission. An excellent staffing plan will be utilized in selecting employees for the health care centre. A staffing plan helps in acting to opportunities whenever they arise, and in making the organization make better staffing decisions (Peabody, 2011). The clinic will have a total of ten advanced professional nurses and ten supporting staff employees. The professional nurses should be capable of dealing with different diagnosis and treatment plans for all services offered in the clinic. For the qualification as a senior medical doctor in the clinic, a person must have five years of experience in government or a well-recognized hospital. In addition, an individual must possess all the necessary certifications depending on their areas of expertise. The supporting staff will assist in minor duties such as cleaning, arranging materials, cooking, office messaging, and other minor duties. In addition, the hospital will employ a team of administrators who will be in charge of finances, human resources management, and secretarial. The three positions will be filled with people with more than three years of experience and not necessarily professional medical practitioners.
Proposed Marketing plan and economic feasibility analysis
Every business aims at making a profit by winning the prevailing competition through offering unique services and products. A new business also should have a good vision that aims at placing the business at the top of its competitors through diversified operations. The nature of the business environment today requires organizations to diversify their operations and utilize modern marketing techniques in order to win a competitive advantage (Kotler & Armstrong, 2013). The increasing demand for a cost-effective health care in the world requires new and upcoming health care sectors to use the modern state of technology to ensure quality of health and patients’ well-being (Prictor, 2012).
Market segmentation and strategy
The healthcare sector will provide services to people of all ages and genders, but the most targeted group consists adults of 30 years and older. People in this age group suffer various health problems and are the most affected by chronic diseases. Residents of Brisbane will make the highest target group. The local population forms the biggest percentage.
Family Medicine Healthcare Centre will dedicate its efforts into offering effective health care services to the local population and the surrounding communities. The business will adopt a geographical marketing segmentation because the local people would prefer accessing health care services from the nearest clinic and save the cost of travelling to the city for treatment. Secondly, the clinic is established basically for general family practice. The health care will consider the financial status of the local people and charge them affordable fees for services offered. In addition, the local population is expected to grow in the next couple of years leading to the expansion of the business to cater for the growing population.
Feasibility
The business is expected to record high sales volume within a period of three years after its establishment. The first six months of its establishment will be used to stabilize different activities such as buying equipments, building health facilities, improving services, and catering for employees’ salaries. Table 1 shows sales forecast for the next four years.
Proposed Sources of financing
The business will get financing from any of the following. The business plan will be sent to these institutions requesting for finances:
- Local banks
- Non-governmental organizations
- Local politicians
- Willing donors
Proposed Management plan
The health centre will be managed by a director who happens to be the owner of the business. Figure 1 shows the proposed organizational chart for FMHC.

Conclusion
Access to quality health care services forms the basics of effective growth and development of a society. Availability of a health care centre like the proposed Family Medicine Clinic at Brisbane will help the local community access health care services within their locality and save cost of health care services. FMHC will assist many people from rural areas who could not afford medical care because of lack of finances because it will be offering services at very affordable prices. Moreover, the government will play the part in the growth of the centre by offering the necessary support to ensure its citizens live a healthy lifestyle.
