The purpose of rules, regulations and policies is in line with the natural interests and international relations, in steadily and rapidly developing field of civil aviation where advanced technology, speed and safety are factors of high importance.
The republic of turkey has exclusive rights of sovereignty over its air space and grants permission to aircrafts to operate on its airspace, impose flight restrictions, use aerodromes, etc. under the Turkish civil aviation ACT no. 2920.
Civil aircraft accidents shall be reported through the ministry of transport and communication, investigations to the cause and events leading to the accident shall be carried out by a specially assigned board of experts by the ministry. The report findings of investigations shall be handed over to the ministry.
Authorization of commercial airline operations is by the ministry of transport and communication which issues certificate of operation for all commercial airlines in turkey.
Aerodromes and facilities are established and operated by the government of turkey. It ensures flight safety through establishment, planning, programming principles of services like traffic control, communication, navigational installations and removal of obstacles. The government also provides relevant installation and establishes systems in conformance with modern technology and through relevant organizations. The government also ensures civil maintenance of aircrafts.
Aircraft flight rules are regulated by the ministry of transport and communication. They are charged with inspection for air worthiness of aircrafts that enters and leave Turkey. pilots and other personnel’s required to operate on aircraft must have certificates of proficiency which is issued by the ministry of transport and communication.
Turkish national legislation was put in place to ensure aviation safety and security of the highest level and also to perform civil aviation activities as per international requirements and standards. These legislations include the Turkish civil aviation ACT, organizational regulations, and sectoral regulations, directives, drafts and instructions.

- The reduction of flight fuel for aviation schools to overcome the burden of shortage of flight personnel’s has increased the number of people enrolling and graduating with aviation training.
- Bureaucracy on flight rules entering and leaving Turkey has been relaxed and this in turn increased the number of international and domestic flights in Turkey. The civil aviation general directorate has been made autonomous and this has strengthened its operations. The civil directorate has improved its services and efficiency so tremendously that large passenger plane services have grown from 152 in 2002 to 259 in 2012, the number of commercial aircraft companies have grown by 53%.
- There are plans to decentralize airports from Istanbul which solely serves as the international center to the other provinces like Ankara, Antalya and Izmir to serve as international airports for arrivals and departure. These are plans to renovate and open all airports in Turkey as a total of 62 airports from the 21 which are currently operational. National transportation safety board (NTSB) is responsible for investigating and reporting aviation accidents and incidents. It also investigates cases of hazardous materials release that occur during flights.
- Regulations on air passenger rights for example defines the rights of air passenger and situation where these are applicable, when they can be denied, relaxed, what happens incase passenger rights are floated.
