Q1. How the law must balance competing science opinions and make decisions in light of uncertainty
The concept of global warming has been a common topic in the developed countries and some of the developing nations as well. However, taking this fact into account, these nations represent a smaller section of the total percentage of the global awareness in general. As a result, this aspect makes the awareness of the global warming very unpopular in some nations that are still developing or under developed. As at the present record, the leading countries in the section of the global warming include those that are still developing as they are trying to attain the developed state at a faster rate thus emitting more wastes.
Consequently, the government can perform several actions so as to balance the competing scientific opinions and make final conclusions. Based on the scientific reports on the rate of global warming, the federal government must push the motion on those industries that emit too much waste like carbon dioxide. Secondly, the government can also regulate the production process of such industries so as to minimize the gross total of wastes emitted per day. Finally, if the federal government doesn’t push such motion, the worse the globe will get making it harder to live on earth. It is through the above reasons that the federal government is supposed to push such a motion and make final reports on the public eye (Environmental Protection - Environmental Victory, 2016).
Q2. Different stakeholders and their interests in the above situation
There are a number of several stakeholders in the environmental protection sector including the state agencies like the energy, utility, transportation, and the environment agencies, legislatures, universities, and the private sector. Looking at the joint combination of the above stakeholders, the set rules by the government can be easily attained as the industries will be facing diverse forces from different sectors. Looking at the private sectors, the stakeholders from this sector present their interests through the urge to control the pollution as more pollution result in the affection of their health as well as other agricultural products.
Q3. Effects on state regulations when the federal government changes the standards on air pollution and carbon dioxide emissions
However, as the government might change the set rules and obligations regarding the emission of poisonous gases, there are other effects that might arise as well. They are such issues as the increase in the cost of changing the past records and implementing them too. In addition, monitoring the regulations that are newly set by the government is costly as more effective personnel will have to at the ground to observe the progress of the new rule on the industries emitting the waste gasses.
