Background
The Land is located on the shore of the Mediterranean Sea in Marmaris, which is a place highly suitable for tourism. The sale of the land is not considered as appropriate, instead the development of the land as apart hotel is considered as significant because the investors will be benefitted from the selling of the apartments, the economy of region will be benefitted from the huge investment, foreign investment can be promoted, and The National Park Service can ensure maintenance and conservation of the environmental assets under the private ownership.
1). Tourism is Preferred Use
Tourism is the preferred use for the subject land because the land is located in the Mediterranean Sea in Marmaris, which is a major destination for the tourism that is encouraged and planned by the government of Turkey. Further, the country comprises of the several beaches, mild climate, historic sites, and pine forest, access from the land, sea, and air that make this land a favored location for the domestic and foreign tourists. Furthermore, the relaxed atmosphere and friendly people also help in making this land of the country a suitable place for the tourism. Tourism is also considered a good use for the subject land because Marmaris is a suitable place for yachting, more and more people visit this place in order to amuse themselves with yachting. The area is accommodating about 800 yachts from all over the world, so if the land is use for the tourism purpose, it will further help in increasing the beauty of the place. The airport is also near to the Marmaris, people consider their convenience, so more and more people want to visit the areas where they can enjoy and get maximum facilities, the subject land that is also locate in Marmaris is able to facilitate the customers in an effective manner after the development of the tourism facilities. Moreover, tourism development will also allow to sell as well as to develop the land at the same time, so tourism is considered as a better option for the subject land.
2). The Decision of the National Park Service for not Purchasing the Land
The National Park Service has not purchased the subject land because it has not seen any economic as well as environmental benefits that are associated with the subject land. Additionally, the National Park Service has seen no incentive to buy it at this time because the land is not licensed. A Tourism Investment License is required from the National Government in order to promote the tourism facility. Further, an approval from the municipality is also required for the municipal services, and making this area attractive for the tourists (Katarlak & Barber, 2012). Moreover, the National Park Service has not purchased the land as the land was already under its control, and this selling has no benefit for the tourism region as well as for the owner. So, having a control on the area means it is in the custody of the respective authority and it can use that, so there National Park Service has not preferred to purchase the land as it is already exercising its control and do not want to engage in the lengthy documentation procedures of the government.
3). Necessity of Detailed Strategy
Detailed Strategy is necessary for recognizing the subject land because detailed strategy will allow the analysis of the major purpose and the utilization of the land in the best possible manner. For example, if the land is desired for the use of residential purpose, a detailed strategy will help in analyzing all the requirements that can be helpful in making the useful for the residential purpose. For example the budget estimate, profits, benefits for the owner and residents, construction, provision of the facilities such as sir condition, and telephone water treatment unit, and water purification. Further, a detailed strategy will also make the architecture plans effective (Galliers & Leidner, 2003). Further, a detailed strategy is also effective in assessing the requirements of the owners as well as the customers that are expected to visit the area. With the help of a detailed strategy, it becomes easy to consider the financial position, and it the loss is greater than the profits then alternative steps can be adopted. Such as in this case, the development of land for tourism do not turn out to be in the benefit of the owner, so alternative solution is adopted that emphasized on the use of land for residential use.
4). Impact of the Government on the Proposed Project
The local government will, however, have its impact on the proposed project in a way that it helps to correct the legal problem regarding the property rights, which are not attended for many years (Laitos, 1998). For example, as it is analyzed from the case study that the land was already under the control of The National Park Service, and it was not willing to purchase the control. The National Park Service was exercising illegal right and authority over the land. So, in this regard, government can play an important role in ensuring that no one will exercise illegal control over the property of other individual. Further, the government will also become capable of paying the adequate compensation. Further, if the price is determined by the court, and it is below the market value then instead of blaming the government the owner can make an appeal in a higher court. Further, the government can promote responsive as well as swift planning for ensuring sustainable development. The government can, however, also play a significant role in easing the rules for the use of the land. So, by increasing the scope of the scope of the allowed developmental rights, the government can facilitate the growth.
