Public administration is how the government implements its policy through the civil servants in everyday situations. However, the implementation of these policies is influenced by various factors or processes such as changes in the demographic, economic cycles and the budget conditions which have been set by the congress. Thus, the constitution spells out the role of congress and the federal government on how the public programs are to be implemented (Kettl, 2014, 319). It looks further how the various decisions made by the federal government or the congress affects the programs that have been set during the budget process. Thus, the government has to employ good managerial standards so that it can function well. Moreover, the behavior and the decision of the unelected civil servants have a big role in the implementation of the public policy on the behalf of the federal government. However, the politics also have a role in influencing how the public policies are implemented.
The federal government of the country is given the responsibility of designing the public programs which are geared towards alleviating the living standards of the citizens. These programs are well spelled out in the budget of the country. However, these policies have to go through the congress. Here the politics of the play their hand on how the resources would be allocated to various programs. If the public policies are adopted, they are passed to the various government agencies that will be in charge and accountable on how these policies are going to implemented. Thus, the civil servants of the government are given the responsibility of making sure the policy reach the intended citizens. The civil servants take role of making decisions on how the policies are implemented on a day to day basis (Kettl, 2014).
Therefore, despite the challenges of implementation of the public policy, the government has to play its administrative role. The government must make sure the civil servants and the various agencies are accountable for their action. Additionally, the government has to employ its political strength to convince the congress and the citizens in general in accepting the public programs set the government. This is because the planning and implementation of the public policy are the responsibility of the government (Dye, 1992, 35).
