The tides of reform have always been so significant and even useful in the past and also the future. These reforms have been taking place ever since the almost six decades ago. The main aim of such reforms is basically focus on four aspects which are found in the constitution. The first aspect is to concentrate all powers to the president; the second aspect is to prepare the government with the future wars by making sure that there are enough resources as well as cutting off the unnecessary expenditures. The third aspect is to put much focus on the checks and also balances. The government needed to be more careful with those disciplines so that to avoid any deficit in the annual budget. Moreover, the last aspect is to closely monitor the departments and various offices by introducing scientific management. It is worth noting that, the reforms are not equal. Every reform differs from the other. Some reforms only focus on the scientific management so that to generate the effectiveness as we as efficiency in the work places.
However, other reforms focus on the advancement of the economy through aspects such as waste, fraud and lastly abuse. Some reforms only concentrate on the employees’ commitment and outcomes to enhance the solid performance. Lastly, other reforms analyze fairness through the transparency and in the government departments as well as the ability to access the viable information. It should be as well noted that, these reforms can be easily identified through their ideal icons. These acts may be listed as the 1939 reorganization Act for scientific Management, the 1978 Inspector general Act for the war on waste, the 1964 Freedom of information Act for watchful eye and lastly the Clinton’s administration 1994 reinventing government package for liberation management.
However, there have been recent reforms in regarding to those which were located in the constitution in the past. For example, the government made some serious changes on the aspect of the scientific management. Almost 20 agencies were added on the panel and at the same 16000 government employees were also introduced in the United States federal department. This is the department that independently communicates directly with the president. Moreover, the government also considered the war on waste reform in line with the Inventory Reform Act. The agency was required to list down the activities which do not relate to government so that to cut off the unnecessary expenses.
The government took this measure as the significant outsourcing and avoids the deficit of the budget. The reforms were occasionally made to strengthen the government as well as limit some its powers. More importantly, they deem at protecting the country form the external forces and even war attempts. The strength of the government should not be too strong more than its liberty. As of recent, there have been a number of reforms taking place in the constitution. Most of such reforms embrace the philosophies which are also so significant and effective in line with making new rules. Some of the reforms that recently took place include the change in rule making systems, employee’s management, checks and balances management and lastly administrative activities.
One should stress the fact that, only scientific management aspect went through a number of changes as from 1940 to 1965 while other aspects such as war to waste, liberation management and watchful eye remained dormant. The federal offices which almost perform the same activities should be administered by the same principles. The responsible departments in line with such offices should make sure that they effectively advance their goals and loyalties, chances for development as well as work turnover. It will not only help to support the transformation with stability but will also empower the rule makers to achieve homogeneity and widespread acceptance.
