An extensive research and analysis of the measurement properties of empowerment and police department motivation found out that content, criterion-related and convergent validity are well established. Validity measures how close the subject being measured is to the intended measurement. For instance, empowerment correlates as expected with effectiveness and job satisfaction in the police department (Oyer, 2011). Internal consistency, which measures how well a set of items measure a single dimensional construct consistently on different occasions consistently ranked above .7 and showed that empowerment was reliable (O’Brien, 2010).
The work effectiveness was measured on a 4-point Likert scale where the lower the score implied lower the empowerment and lesser effectiveness. The questions asked during the survey included asking the participants their view on the relationship between their work effectiveness and the various aspects of empowerment such as resources, co-operation, knowledge, and viewpoints on prospects among others. Cronbach’s alpha reliability coefficient was 752. However, when the effectiveness was measured to determine the higher scores and their relationship with empowerment, the Cronbach’s alpha coefficient range recorded was between 752 and 772. Additionally, in the workplace, the police rated colleagues as dependent on empowerment (r=.27, p=.04) and as being effective (r=.43, p=<.0002). these individuals however scored high when self assessment was conducted.
