Vision Statement
The major vision is to continuously use the American competency and experience in building an innovative homeland security and defense against terrorism. The United Sates of America’s government will also at all times strive to constantly set put in place policies that defeat violent extremism as well as creating global environment which is not hospitable to terrorists. As USA will be a security driven country, every American needs to know the ethics involved in curtailing terrorism.
Mission Statement
The government’s mission is to cultivate and to inspire human spirit in curtailing terrorism. America’s security will always be given priority in every budget year every American must therefore have a passion for ethically defeating and/or eradicating violent extremism which a threat to the United States of America. It will be the responsibility of the government to care and to continuously execute advanced technology in countering smaller terrorist infrastructures. The government will as well continuously execute advanced technology on eradication of smaller terrorist infrastructures. In fact, terrorism will never be a threat the Americans’ way of live. The mission is to restore the existence of open and free society in USA.
Strategic objectives
The major strategic objective is to domestically and globally defeat any instance of violent extremism and forever create a worldwide environment which is not hospitable to small and large terrorists. The government also aims to strategically cooperate with the United States government agencies as well as with foreign governments. To completely win the war on terror, the government aims to disrupt and attack international terrorist network. Equally, it also strives to deny smaller and larger terrorists access to the weapons of mass destruction. Lastly, the government aims to continuously assist other countries which strive to combat terrorism or those which deny terrorists in their national territory’s safe havens.
Financial objectives
Being the fastest growing economy in the world, the government aims to double its economic growth rate every year for the next four years. The government will as well increase the budget allocation on home security and defense.
Assumptions
The government’s strategic plan will be base on Sun Tzu principle which holds that everyone should be a character based leader. The government believes that it is every American’s responsibility to win the war on terror. It is assumed that in order to win the war on terror, every person will be committed and will provide endless support. It is also assumed that there will be a commitment to assist other countries in fighting and preventing terrorism in their country being employed as safe haven for terrorizing Americans.
SWOT
Strengths
USA is one of the world’s stable economies besides being a superpower. Similarly, America tops the list of countries which have advanced technology. The technology puts in a position to technologically deny smaller and larger terrorists access to the weapons of mass destruction. These will basically enable the government to continuously win the war against terror. These differentiate America from other countries.
Weaknesses
A good number of misgoverned states are present in USA. These failing states hinder cooperation with USA’s government agencies. USA cannot have complete control over the homeland security issues of some of the post industrialized, advanced countries in the pretext of winning war on terror.
Opportunity
The government has an opportunity to maximally make use of technology that results from technological advancement to deny smaller and larger terrorists access to the weapons of mass destruction. Also, with the country’s stable economy, it has an opportunity to profoundly commit resources, military and economic, to a large number of nations.
Threats
There is a threat of countering ideological support for war against terrorism from American and from other countries.
Strategic issues
These relate to how counter terrorism policies will be executed. Basically, how the military-to-military contact will be strengthened is a major issue. Also, the manners in which the operations will be conducted may offend the sensibilities of foreigners.
Alternative strategies
According to Hitt et al (2011), one of the keys to sustainable success is innovation wherein it is not only about process but also of people. This was also the idea of Schultz. Thus, creating a working nation that is innovative and also friendly to Americans is the best alternative for winning war on terror. This is advantageous in that it at last enables America to use its distinctive experience in fight against terror. Being innovative implies being technologically advanced, hence technologically deny terrorists access to the weapons of mass destruction. Its disadvantage is that it may bump the country into recession since technology innovation is costly.
Alternatively, soft power can be employed as a strategy to win war on terror. Its advantage is that gives room for dialogue and hence clarification on drawbacks of terrorism can be made. It is also not costly. However, it is disadvantageous since terrorists are not open for any dialogue hence the strategy is guaranteed to fail.
Recommended strategy
Therefore, the government should cultivate and inspire human spirit in curtailing terrorism. There should be total commitment to assist other countries in fighting and preventing terrorism in their country being employed as safe haven for terrorizing Americans.
Implementation
Implementation will begin with inspiring Americans to be people responsible for curtailing terrorism. Later, defeat of violent extremism and creation of a worldwide environment which is not hospitable to small and large terrorists will be put to practice.
