Introduction
Unemployment is a state the people in most societies generally avoid. This is because unemployment can have negative impacts on both the economy of a county and the quality of life of its citizens. Unemployment impairs one’s ability to provide for oneself and any dependents and contribute to a country’s development. Unemployed individuals can become more of a liability rather than an asset to a country and the people that live in it. Moreover, there may be many available jobs, but unemployment continues to persist. This could be the result a number of reasons and one of these is the mismatch between the jobs and the available workers. This unemployment is more technically known as structural unemployment and can be a result of the incompatibility between the available jobs or nearby employment opportunities and the skills of a person (Hughes and Perlman, 1984). For instance, there may be many job openings at an IT company and many individuals who need a job, but only few excels in IT related jobs near the area. This research proposal will likewise focus on the determination if educating or training individuals can reduce the mismatch between jobs and the skills of the workers, thus reducing overall structural unemployment. Furthermore, upon the collection and analysis of valid information it is expected that it can be confirmed that unemployment can be lowered when individuals are educated or trained with respect to the availability or in demand jobs.

Background of the Study
There is a choice of moving to other places to solve structural unemployment. One may simply go to other places where the demand for the skills they offer are high and overcome unemployment. However, this solution cannot be fully implemented and rely on many assumptions. For instance, this solution assumes that one is always willing to move for better job opportunities. The reality, however, is that many unemployed individuals have families, friends and preferences. Moving is generally not an option. One can also become employed in a job where his or her skills are not really used and settle in a low-paying job. This basically defeats the purpose of having stable employment—to live more comfortably. As such, one of the most valid solution to address structural unemployment is to provide trainings or proper education to those who have been unemployed due to the said circumstances (Edgmand, Moowaw, and Olson, 1996). Moreover, firms who provide these educational and training programs can likewise be provided subsidies by the government since many rely on their employment, including the country’s economic stability. This solution can likewise help those who have given up on finding suitable jobs lift their standards of living and become productive citizens.
Methodology
In order to determine if educating or training individuals with the help of the government and other private entities can significantly reduce structural unemployment, this research will collect data from valid sources and analyze these data. Among the types of sources that can be deemed acceptable for this study are print sources. These print sources can either be books, newspapers, journals, legal documents, and government reports. Books and journals are generally well researched documents which makes them good sources for this research. Legal documents and government reports may likewise provide necessary statistics and the existing policies regarding the research topic. Sources from the Internet are also acceptable as long as the web pages are operated by government agencies, reputable institutions and experts from fields that are relevant to the topic. These sources can provide more updated information regarding the topic as long as they are carefully screened for credibility. Moreover, print sources can be acquired from school or community libraries. Furthermore, sources from library databases can also be used for this research. Library databases contain many scholarly articles that can be useful for the research. Among the relevant data that may be acquired when using library databases are researches that was previously done that surveyed whether educating or training individuals can help them land jobs and reduce unemployment.
Lastly, after gathering enough data, analysis follows. These can be done by assessing the validity of the gathered data with regards to the research topic and determining whether there are sources that support or contradict each other. In this manner, data is not only used, but also converted to knowledge and wisdom.
Expected Results
After the aforementioned methodology is performed, it is expected that the results will reveal that educating or training individuals can indeed reduce structural unemployment. There could be conflicts on the data or information gathered, but these contradictions are expected to be settled by logical thinking. An analysis of data gathered should show why there are differences and conflicts. For instance, there might be differences in the conclusion of the researchers because their data are from countries with different policies on employment. Moreover, this paper likewise could result to the determination that the government, along with private entities, can help reduce structural unemployment by education or training individuals.
Conclusion
Unemployment impacts the economy negatively and reduces people’s quality of living. It is a problem to the society, which needs to be addressed. Moreover, through the help of the government and the private sector, it is highly likely that structural unemployment can be combatted.
