Slide 2: FBI
Stands for The Federal Bureau of Investigations, which is an American security agency that is mandated to provide internal security within the country. Moreover, The FBI's primary’s task is to investigate crimes that have reached the federal level. This includes multiple homicides or major crimes that cross state borders, crimes which involve companies or individuals in multiple states. The Federal Bureau of Investigation (FBI) is an agency of the government under the United States Department of Justice that started in the year 1908 and has a dual role of dispensing investigative functions as well as functioning as an internal intelligence body. It is charged with the investigation of federal crimes that fall outside the ambit of the local police.
Slide 3: The CIA
Stands for the Central Intelligence Agency that is also an American security agency that formed in the year 1947 to provide external security and gather intelligence. The CIA's primary task is to evaluate, study, research, and determine all facets of the intelligence community in the U.S. and in all areas of the world. The CIA is an information gathering, and information-using agency, but the primary objective of the CIA is simple intelligence gathering and reporting.
Slide 4: The Heads
The current heads of the FBI and CIA are James Comey and John Brennan respectively. Both were appointed by the incumbent President Barrack Obama. Comey was appointed to office in 21st June 2013 while Brennan was appointed to office on the 8th March 2013.
Slide 5: Paula Broadwell
Paula Broadwell is an army reservist and author linked with an extramarital affair with the CIA head, David Petraeus. This discovery led to the resignation of David Petraeus as the head of CIA in 2012 following an investigation conducted by the FBI.
Slide 6: Current Head CIA
Michael J. Morell acted as the Deputy Director of the CIA and continues to serve as the Acting Director of the CIA till now.
Slide 7: Conflict
There have been struggles between the two agencies, increasingly due to the involvement of the two agencies in the same field. Approximately the conflict occurred with the huge failure of the FBI to stop the attacks on Pearl Harbor “also its called Hawaii Operation by the Japanese” led to format the new agency CIA, also led to the conflict between the two heads at that time who were James Edgar FBI and William Donavan CIA. Formation the CIA was very shocked news for FBI, and then during the time the CIA started to hire communist agents, which made the FBI to use this to break down the CIA many time without results. This opposing missions caused conflict and competition between the two agencies after the Second World War and through to the cold war. A clear example of the breakdown in communication between the two agencies is manifest in a June 2001 meeting where CIA agents misled the FBI agents concerning their knowledge about the whereabouts of two men who later turned out to be the hijackers of the 9/11 attack.
Slide 8: Relations
The two agencies had had a poor relationship, which much hah been made a hostile relationship. Also, one time the two agencies' failed to cooperate seriously which led to threat for the U.S. national security. However, the recent relation did happen between the two agencies when the CIA used satellite technology to track terrorists’ abroad they share the information with FBI. The information that has been shared was about AL Qaeda organization which has the interests inside US. Also, in the new era of international terrorism the US is a primary target for terrorists. In the year 2005 they signed a memorandum of understanding that spelled out their new relationship. Here people were surprised and happy as well, but finally the two agencies understood how dangerous this situation for the country.
They started to reform and increase interagency cooperation. The first step was when the two agencies created personnel exchange programs which often involve the most crucial cooperation. This has helped to promote interagency understanding and has developed personal relationships, which have helped to change the previous image. Moreover, Agents now understand that they face a common threat and that information sharing and cooperation was the best way to protect and defend national security within the country.
Slide 9: Reforms
Both the CIA and the FBI have engaged a number of measures in a bid to alleviate the conflict that faces the two institutions thus compromising on security. The communication breakdown deprived the United States a chance to stop the happening of the 9/11 attack and has consequently necessitated closer coordination between the two agencies. Following the 2001 attacks, there is more information sharing between the two agencies and intergovernmental relation.
Slide 10: Conclusion
The two important agencies that have secured the country internally and externally in 2005 have signed a memorandum of understanding that the two agencies must stop the enmity and start working together so as to provide security for the country. The program was beneficial and this is a successful initiative for both the agencies.
