The three key points from Cooper’s reading are linked to the implications of modernization on public administration. The first concept is the political nature of public administration which asserts that politics should be put aside from public administration to ensure proper service delivery on public goods and to enhance the performance efficiency. Secondly, it points out on separation of public administration and citizen’s roles. This indicates that there should be a division between the roles played by the public administrators and the citizens. This is due to the fact that these dual roles can result to conflicting situations in service delivery. The third significant concept in this chapter urges that public administrators should be executives having diverse attentions. This will be to ensure that the managers are capable of handling the different diversities of citizens and the compound political illustration offered by the government.
The article “Postmodern public administration” by Bogason, (2004) portrays the circumstances of postmodernity and makes a distinction between the situations in the society. It further suggests how postmodernity affects public administration in the areas of service delivery. This article also depicts scientific aspects of research which include practicality and social constructivism. Postmodern situations are exemplified by disintegration where an overarching justification is substituted by in depth reasoning which focuses towards distribution, personalization and aiming the international heights. Citizens forego their national customs and concentrate on organizations along national frontiers. An example of good postmodern organizational conditions includes the worldwide matrix framework organization which allows for outsourcing and sub contracted public institutions. The article suggests that modernity entails pulling together public organizations whereas a postmodern situation involves fragmentation of these organizations. In the view of this article modernity was composed of a chaotic society which involved uprooting people from the rural areas but in postmodernity the capital city existence came to place. The growth of modernity is highly based on extensive utilization of science and knowledge to result in improved business production, developed transportation, expansive practical administration coupled with democracy.
The article relates with the Cooper reading in that it proposes a public administration that decentralizes its services. This relates to Cooper’s concept of separating politics from public administration. Decentralization of these services from the central government achieves the separation from much politics. Once these services are decentralized they become independent from politicians in the central government. In this article, postmodernity involves fragmentation which ensures that public administrator’s roles are divided from those of the citizens. Fragmentation involves disintegration of services amongst the citizens and the managers which incorporates the use of science and technology to enhance performance. The issue of outsourcing public services in this article relates with the concept of diversity among the public managers. The process of outsourcing ensures that managers from different levels and regions are incorporated in public service delivery hence they have the ability to handle a majority of citizens with different calibers. This article brings in new insights on public administration, these include; decentralization, use of science and technology, ensuring democracy in public administration and focusing on ways of distribution, individualization and international standardization. These approaches are all aimed at enhancing the level of public administration performance and efficiency. These insights can be professionally applied in a business setting to assist in the accomplishment of the organizational goals.
