This relates to Cooper’s concept of separating politics from public administration. Decentralization of these services from the central government achieves the separation from much politics. Once these services are decentralized they become independent from politicians in the central government. In this article, postmodernity involves fragmentation which ensures that public administrator’s roles are divided from those of the citizens. Fragmentation involves disintegration of services amongst the citizens and the managers which incorporates the use of science and technology to enhance performance. The issue of outsourcing public services in this article relates with the concept of diversity among the public managers. The process of outsourcing ensures that managers from different levels and regions are incorporated in public service delivery hence they have the ability to handle a majority of citizens with different calibers. This article brings in new insights on public administration, these include; decentralization, use of science and technology, ensuring democracy in public administration and focusing on ways of distribution, individualization and international standardization. These approaches are all aimed at enhancing the level of public administration performance and efficiency. These insights can be professionally applied in a business setting to assist in the accomplishment of the organizational goals.
