The quality control process is an essential part for all spheres of lives. When it comes about the health care institutions, the quality control process is vitally important. An article “Evaluating implementation of quality management systems in a teaching hospital’s clinical departments” is about a quality improvement system implementation in the 2000-bed teaching hospital and a short evaluation of the experimental application.
The total quality control comes to the hospitals very slowly, as it requires many transformations, as the changes in behavior, habits, culture, power systems and sociological hierarchy. A hospital departments autonomy, mechanical and professional bureaucracy are the obstacles that can resist to the changes. A current approach aims to train health care professionals and involve them in the quality management activities within the current structures of their positions. Six volunteer departments, quality teams and leaders, training staff are involved in presenting the key quality management ideas to various hospital departments. The training seminars, written guidelines, formation of the internal department structures are the problem-solving methods. The plan of the improvement implementations is very logical and structural: the problem identification, priority’s definition, problems cause analyses, solution’s recognition, plan realization and evaluation process. Through the surveys and complaints analyses, the quality teams chose the improvement direction. The quality guidelines are developed. The work on the changes for a better quality begins. After a one year period of the quality advancement program, evaluation procedure starts up.
The evaluation procedure includes the written documents analyses, interviews with the staff and quality audit. The target of this procedure is to reckon up the staff and departments compliance to the quality quidelines criteria, quality system functioning at the different levels; participate in the restrains, catalysts identifying.
The evaluation process has shown that the quality teams regularly meet, produce written reports, manage to cope with the different issues and problems. The key points for improvement are reception (telephone, family, patient), asepsis for medical procedures practice, trainee supervision in the departments, nosocomial infection and information transmission. The staff agrees that quality management system implementation is a positive, useful and productive process, that makes the professional life better. At the same time, it occurs that people are not ready to invest the energy and additional efforts, write or correct the formal documents and procedures.
The results of the evaluation process show the necessity in the changes of health care professionals culture and behavior, prior to the hospital transformation.
