In the same situation, if you publicly announce the closing of a place in your specified goal, then you may provoke many by not talking to them, who have benefits related to the refinery industry. That include; several people in the community who have financial dependence on the refinery industry. Therefore, it will become hard for you as a planner to win their hearts again by publicly announcing against their interest. Here you need to approach an advocate that will help in planning and decision making.
Part 2: Briefly describe the program you have selected and why you selected it.
Advocacy is a personal approach that has an intense involvement between the two parties. These two parties are the advocate and those who are receiving advocacy. The major reason for selecting this approach is that many times citizens or clients are not empowered to convey their message to the community. As in the above situation toxic chemicals were creating the health hazard for the environment. Therefore, an advocate is the only option left for planning and solving this issue.
