Introduction
The main objectives and goals for formulating this plan are to improve the working conditions and policies of the Stanislaus Police Department. There are many things that need to be improved in the department. The department has had many complaints about their services especially in the traffic division. The traffic division has had many problems in that the citizens of the town have been complaining that they are receiving excess tickets. The problem also is that the traffic accidents in the region is claimed to have gone high. The media has also been involved in the problem in that they are reporting the matter on the media and thus giving the police department as a whole a bad name. This is the reason why the chief and the city council are formulating this plan in order to help reduce the complaints in the Stanislaus police department. In looking at the problems in the department, it is also very clear that there are communication deficiencies between the field personnel’s and the headquarters. In the creation of the plan there are two theories that are going to be used which were created by Douglas McGregor the theories are x and y.
Leadership
In the police department, there is a hierarchy of workers ranging from the chief of police to the filed officer. This hierarchy must be fully defined and the work should be well organized in such a manner that there will be no problem especially in communication. The department should the office of the chief of police, the office of the field operation, the office of the administration operations and the professional standard division. The plan has to focus on these areas because of the complaints that have been reported to the media and social Medias. These departments all operate under the hierarchy of the work module of the police department.
The hierarchy of the police department
It is a fact that the police department operates under the hierarchy of the police force (Alfred, 1965). The police, therefore, have a chain of command, which ranges from the chief of police to the field soldiers. According to the chain of command, it should ensure that there are two chiefs who will be in charge of the whole department. The chief should ensure that there is an assistant chief. The assistant will help in the in the administration and operations of the department. There should be promotions of some of the sergeants and lieutenants in that they become two captains.
There should be more captains who will be in charge of the precincts. In looking at the problems in the police department there seems to be different interest and expectations that should come out and that is the reason for making this plan. The city council obviously wants the complaints of the people about the traffic division in the department to reduce so that the council will not get a bad name. In the office of the chief of staff contains the chief of staff and the assistant chief. The chief of police are regarded to be rigid and strict especially in their terms of thinking. On the other hand, it has been observed that the assistant chief of the department is well known to be very open to any new ideas. The assistant chief is claimed to be young and that is the reason that is what is making them to have such a different view of reasoning. The two theories that will be very useful in this planning are the theories of x and y.
Theory x
The theory x is one of the motivational theories that are used in management. The theory suggests that people are arguably lazy or have the dislike of working. This was theory that was established by Douglas McGregor in the 1960s. this theory suggest that the hierarchal form of structure will be very useful in order to help in the control of something in all the levels there is in that organization (Sahin, 2012). In this case, the hierarchy is in the police department that controls all the levels of the police stations. In the top part of the hierarchy, there is the chief of the Stanislaus police department. The theory claims that the employees will always have very little ambition in the organization and thus will not try to be responsible in any way. This can be seen from the way the traffic department is working and thus are causing people’s lives to be in danger.
The theory suggests that the manager should resort to threats in order to cause the employees to work extremely hard. This seems to have been done by the captains and the chief of police of Stanislaus police department. The reason for stating this is that the chief of police is considered to be very rigid and strict when it comes to his way of thinking. The theory also believes that there is a blaming game especially from the managers. The blaming game should be avoided coming from all the personnel’s in the police department including the chief of police. According to the theory, it states that the manager of an organization comes to the assumption that people do not want to work in that they are lazy and thus treats them as such (Sahin, 2012). This is not the way a leader should believe in when it comes to the employees. The plan should ensure that the leader does not make the employees feel like they are a bunch of lazy people who do not know how to work. When the employees are made to feel like they bring some good results it will encourage them to work harder. This will make the traffic division to feel ashamed will work harder and stop messing with their jobs.
Theory y
According to the y theory, the managers believe that the people working under them are very ambitious (Sahin, 2012). This means that they are self-motivated thus; they are able to exercise their jobs without any problem. The y theory would be the best to be applied in the planning. The reason for this is that the theory has got the ability to form some of the problem solving techniques. This problem solving techniques will be very good for the department that has been stated to have many problems. According to the theory, it states that the manager has the belief that people will probably work well in their jobs under the right conditions. One of the key motivations for the employee is that they get satisfaction when they do their specific jobs well. This should be one of the key concepts that should be applied in the Stanislaus police department.
The workers seem to have lost their will to work then there should be an encouraging incentive that should be implemented in the precincts in order to encourage the people to work harder at their jobs. The y theory implementation will increase the relationship between the superior and the subordinates because they are able to have a good communication. When the working conditions are conducive, where people have a relationship then the employee will be able to use their abilities in the job and thus will have good results. This is exactly what is needed in the police department because the relationship between the captain and the chief if it is good then the field officers will be able to do their jobs efficiently because of good communication (Kenney, 1956).
Field operation
The field operation it is where there is many problems in which reports have been filed or reported by the media. This is the one area that needs many changes. The chief of the police should find a way to replace the inspector and give them the title of the captain. These captains should be in charge of a precinct. The captain should have full authority and resources in order to help the people of the local community (Larry & John, 2012). This authority will enable them to respond to any crimes in the community especially in the traffic unit 1st shift. When the officer has been given the rank of a captain, it is important that the police department hire someone else as an officer. The captain of the precinct will be in charge of the sergeants and lieutenants. The jobs of the lieutenant and the sergeants will be to ensure that there is patrol of the community and will do justifiable ticketing. This will help in reducing the accidents that were reported by the people.
Disciplinary administration unit
In the plan, the police department should ensure that there is the Disciplinary Administration unit. The reason for stating this is that the unit will be very good in that it will keep the police officers in check. The unit should have a Traffic Investigating Officer. The unit is well known of having some officers who are in charge of ensuring that the police officers on the field are doing their job diligently. One of the lieutenants or sergeant should be promoted in order to become an investigative officer. This will be more of a promotion for the officer. The main job for the officer is to ensure that there is an investigating of any complaint from the public about a field officer for over ticketing people. Once the officer has been found to have committed a crime then it should be the duty of the unit to oversee whether the officer should be punished by being suspended or be reported to the internal review for further investigations. The unit also should check to see whether the officers are doing their jobs or not. The fact that the accidents in the region has increased means that there are some police officers in the field who are lazing around. Anyone who is perceived to be lazing around with their jobs should receive harsh punishment.
Morning meetings
The problem that could be seen in the police department is that there was or communication between all the chains of command. Communication is an important tool in the organization. This is because it helps people to understand one another and thus will be able to do their jobs well. The department especially in the traffic division is claimed to have deficiencies especially in communicating. The best to stop this is by having the morning meetings. In the meetings all the chain of commands of that division will be able to communicate and formulate the work plan for that day and also discus on how the change some of the policies that exist in that department (Kenney, 1956).
Administration operations
New and improved latest technologies should be on the agenda (Larry & John, 2012). The technologies will be used in the ticketing and will also help in the reduction of paperwork. The forms of technologies for ticketing is known to reduce the time spent with one car and thus will make the officer to not be in the same place for a longer period. The technology will also be useful in the insertion of statistics of crimes, storing employment records and the police service history. The meaning of having the technology means that there should be a budget that should be set aside for the project.
