The competency selected is involving priority populations as well as other stakeholders within the planning process. Further improvement is needed for this competency to allow integration of principles of community association. This allows integration of collected data concerning the health matters being addressed, and arrangement at the level of grassroots to include the population that is most affected. Success of an education program depends on the feelings of inclusion in the development by the priority population. Therefore, provision of a sense of empowerment and ownership among the priority population is significant. Generally, the improvement in the process of community organization should involve identification of the health problem by the community, entry of an education specialist in the community so as to assist organize the members, community assessment or evaluation, priority setting, choosing and executing an intervention, and assessment and reevaluation of the plan of action.
There is need for further development in the identification of priority populations as well as other stakeholders. This can be accomplished through the employment of needs assessment information. The assessment should be improved to capture expressed, perceived, actual, and normative needs, since the community need, can more often than not reflect empirical evidence. Further work is needed to enhance identification of priority population based on the outcomes of an existing health crisis, or key persons going public concerning their health status, and/or requests of community members or health officials. The improvement should define the priority population as consisting of the whole population affected by the implementation of an intervention. In addition, the target population for a program or intervention should include at risk population or part of the population at risk. Moreover, there is need for improvement to describe participants as those receiving the intervention. This is crucial as roles of the participants’ affects program evaluation.
