First of all, George Kennan clearly distinguishes between the Soviet people, whom he considers a friendly and prospective nation, and Soviet government. As for the latter, he states that the Communists are subject to a constant feeling of insecurity, firstly because their rule is archaic in form and thereby fragile, and secondly, because they sense that the nature of their rule is notwithstanding the advance political systems of the Western countries. As a result of such insecurity they seek to retain the power they obtained through the coup d’etat by employing the methods of severe propagation and tyranny on their people.
Kennan also argues that the Soviet Union is mired in ignorance and misperception of the outer world. Not only they abide the non-practical doctrine suggested by Marx and modified by Lenin, but also as a result of untruthful representation of the world developments neither the government nor the people understand the real situation in the world, but perceive capitalistic countries as innate enemies. Since the objective truth is absent in the socialistic world, the concept of inevitable conflict between the socialistic and capitalistic parties has been embedded in the minds of people. George Kennan deems it entirely possible for the both sides to coexist peacefully, but states that the Kremlin propagation denies such prospect.
Since the Soviet Union is hostile regarding capitalistic world and the US as a pinnacle of it, Kennan suggests that it is necessary to form resistance to it. First of all, the western world must ensure unity and unanimity within it. Secondly, it is important to better understand the nature and logic of the rival. The government should also provide for a truthful and just coverage of the Soviet reality for the people of capitalistic block and show them the blueprint of the future world that they must strive for. And most importantly, they must not acquire the features of the ones they’re coping.
