1. The outrage of the Willie Horton Story is that he invaded the home of the young couple of Maryland, and tortured the man and raped the woman. This is because the criminal justice and the correctional system of America are not performing its duties effectively. The criminals are not facilitated properly after they are released from prisons or jails. Mostly they are forgotten people in the legal system of America, and their demand for justice is not entertained by the criminal justice system. As a result of this they again indulge themselves in the criminal activities such as rape and murder etc.
2. The statistics of criminals that went to prison for every 100 serious crimes committed to 1986 as a part of outrage is declared by the federal government, according to which for every 100 serious crimes that are reported in 1986 , only 4.3 criminals, went to the prison. Moreover, the unreported are just 1.7% of the most serious crimes that were punished by the imprisonment.
3. Good time is about the reduction of time a prisoner will spend behind the bars. In most of the jurisdiction, such eligibility of criminals comes after serving their imprisonment period. Additionally, from the time a criminal enters the prison, he is, however, offered de facto bribe of the automatic reductions of his tenure of remaining behind the bars by noticing his good behavior every day, which is given a name known as good time. Furthermore, the contributions made for blood donations, as well as the participation of criminal in several rehabilitation programs, are also counted against his term of prison. Moreover, after serving a small period of his prison, the prisoner also becomes eligible for leaving the walls of the prison, work at job, attend the classes, and visit his family and friends.
4. There is a high rate of recidivism i.e., the relapse of the criminals into the crime. This is because of the fact that those prisoners that spent short time under lock and key, they resume their criminal activities and career after they get freedom from prison, hence about a third to half of all the criminals come back to the prison within a time frame of one year or two years.
5. The Excuse Making Industry has started a revolutionary action in the criminal system in the year 1960’s and 1970s. It comprises of the intellectuals for the establishment of the social science, political scientists, sociologists, legal scholars, historians, economists and psychological theorists. Further, it has significantly influenced the criminals by institutionalizing the rehabilitation of the criminals instead of punishment. The prisons were re-called correctional facilities, and with their efforts the bureaus of prisons develop into the department of correction and several legal as well as prison aspects were implemented at that time. The factors that can be regarded as the causes of crime such as massive spreading programs of the government were eradicated, and moral standards were disdained by several liberation movements.
6. The Excuse Making Industry has fundamentally modified the incentive structure. It has changed the warfare, the risks associated with the crimes, and the educational environment. As a result of their efforts the crime rate was reduced.
7. the sociological accuse is that crime occurs because of the external social and the economic factors, which include dehumanization, racism, violence, ignorance, corruption, inability to the fulfillment of rights, poverty, unemployment, malnutrition, idleness, brain damage, sickness, disease, overcrowded, unsafe, and dirty place of living, hatred, anxiety, avarice, injustice, and hopelessness.
8. Bidonotto’s main point about poverty causes crime e vs. Criminality Causes Poverty is that most of the poor people are responsible as well as hardworking; they work hard in order to improve their living standards, while some do not work. So, those that have responsible attitude have greater chances for leading those that are suffering from poverty, and the irresponsibility of people further pave the way to the poverty and criminality. The irresponsible individuals particularly the youth, however, create disruption in their classes, mostly they are dropped out of their schools, and they involve themselves in the criminal activities, drinking, gambling, and refusal to do job etc. they, however, develop associations with the criminals.
9. Bidnotto’s position of determination, freewill, criminal responsibility for dealing with the crimes is that the determination, on which entire Excuse Making Industry is standing, cannot be claimed as true. This is because of the fact that the individuals are compelled in order to believe its validity. Similarly, the free will cannot be proved, this is because if an individual’s processes of thinking are not free then the freewill cannot be proved. It, however, ignores the decisive factor involved in the criminal activity of a person, and the responsibility for his actions. But, the determinists are of the view that at a given moment there is just one action that the individual can take, an action that is determines by all the causes that are operating on him at that time. The theorists of free will are of the opinion that there are some actions that are not determined by the factors of that time, instead they are occasional, and depend on the will of the individual.
