GSA Contract – IT Schedule 70
Businesses, non-profit organizations, and educational institutions can obtain a GSA Schedule Contract to sell products or services to federal customers. The Contracts contain pre-negotiated pricing, terms, and conditions which streamline the government sales process . It’s an open-ended contract with a federal buyer where the volume of purchase is not fixed while the terms and conditions of the contract is fixed.
There are multiple GSA Contract schedules for different products and services. GSA Contract – IT Schedule 70 is for General Purpose Commercial Information Technology Equipment, Software and Services . Let’s look at the typical structure of a GSA – IT Schedule 70 contract:
Company Performance – An executive summary of company capability and credentials.
Past Performance – This section speaks about company’s relation with existing customers. The contract highlights customer references (around 15 references). Vendor references are not mentioned.
Scope of Work – Mentions the SINs (Service Identification Numbers for which the contract will be applicable), Maximum and minimum Order amount, Economic Price adjustments (Agreed adjustment clause for ongoing services during the contract period) and Price Reduction monitoring.
Price List – Includes per hour wages for each role and the labor matrix showing required experience, responsibilities, period of contract, Commercial /hour rate.
Includes Geographic coverage of Contract - Domestic and Overseas delivery locations
Terms and Conditions – Payment terms and conditions (mode of payment), discounts, liability against damage for specific SINs.
Other Agreements including Industrial Funding Fee adjustment agreement with federal government.
The proposal is an elaborate one that describes all payment terms in detail. However, I think there were two areas where the proposal lacked depth: one was the lack of any evidence of financial capability of the company as it speaks about company background and the other missed point is to show per hour GSA labor rate. The labor rate matrix showed only commercial rate.
