Dear Mr. Whiteshow,
I am writing to express my complaint about a disturbing neighborhood. The matter concerns the residents of the apartment 17a in the building 698, Lake Forest Drive.
I am very concerned with the irreverent behavior of my neighbors. Living on the same floor, I frequently hear some noise from that apartment after late hours. Most often it is too loud music. My other neighbors and me discussed it a few times, but we never raised an issue seriously. We have also addressed the residents of the abovementioned apartment, Martin Orthon and Jake Phillips, a few times about this. Initially everything was handled fine, and the noise was stopped for some time. Though later, our complaints became neglected or ignored.
There are many families with small children and senior residents in our residence building, who seek for peace and rest at late hours. I am not even saying about those hard-working people who wake up early in the morning and come back home pretty late just to relax and recuperate after long working hours. For this reason, such irrespective behavior is unacceptable.
Moreover, this already becomes uncontrollable. In particular, I would like to draw your attention to the issue, which took place 2 days ago, on November 21st. Our neighbors threw a crowded party, which lasted by 3.30 am. It began at around 9 pm, but I became seriously disturbed about this situation when it turned midnight. I wanted to talk to the apartment holders, but when I asked for them, I was told that they are not available. Though, I was promised that the music would be turned down. Indeed, for a while it was. But later, continuous noises, loud laughter and bustle continued. I went there for the second time at 1 am. and talked to one of the residents, namely, to Mr. Martin Orthon. I urged him to end the party due to the late hour. He did not apologize, but promised to influence it and told that they would not stay long. In half an hour, some people did leave, but surely not all. Later on, there were a few other attempts from the disturbed neighbors to cease the party. We did not want to call the police, but we had to do it, because there was no other way to handle the situation. Eventually, after the interference of police, at 3:30 am, the party came to its end, and the young people who intruded our leisure were dispersed.
Such measures were triggered by the defiance of the residents of the apartment 17a. It is not allowed to shatter the calm of the peaceful neighbors. Fortunately, the next door residents, Mr. and Mrs. Hopkins were out of the city at that time and did not experience all those incommodities. I have also heard from my friend from the upper floor Mrs. Jacobs that she also heard constant noises that night and could not fall asleep for a long time. Thus, I was not the only one who was up because of this party. What is more, it also badly influenced the rest of my 9-years-old daughter, who did not sleep well because of the same matter. However, it had even a worse impact on my 55-years-old mother, who I am currently taking care of, as she is undergoing a serious ambulatory treatment. As per prescriptions from the doctor, she had to take her pills and have a proper rest after that. But she was not able to fall asleep either. As a result, she had a bad headache at night and was feeling unwell and had a low blood pressure in the morning, which resulted in another visit of the doctor.
We have a very good neighborhood and there were no previous complaints about similar issues. However, we all have to respect and ensure comfort of each other. Unfortunately, there was no official announcement about this event, and no previous consent was given for conducting it. I am also for the democracy, but everything should have its reasonable limits and bounds of propriety.
I am asking for your investigation and consequential measures in regards to the residents of the apartment 17a. I suggest to remind them about the conditions and obligations of the residence in our residence building. Apology would also pay down the negative impression and resulted attitude.
