United Arab Emirates-police officers handling foreign offenders
The police officers-across the world- are expected by its community to maintain peace and order. They are also responsible for writing traffic tickets, enforce laws, serve warrants and investigate crime. These important roles conducted by police officers help in curbing and controlling crime within a country. When it comes to the issue of foreign offenders in United Arab Emirates; it is the responsibility of the police officers to arrest these offenders. Traffic law is the one mostly conked out by foreigners-it is the major predicament committed by foreigners.
United Arab Emirates consist of individuals from all walks of life- foreign individuals. This makes the language barrier problem a topic of the day. Police officers in United Arab Emirates are faced with more challenges while trying to converse successfully with foreign offenders due to the complexity of cultural background living there. In some situations, observers cannot give out their declaration because of verbal communication barriers. To solve this, the United Arab Emirates police have acknowledged the use of translators so as to make communication successful between the police officers and foreign offenders. Police officers below the title of lieutenant are expatriates and are often hesitant to make decisions. English glibness is exceptional for expatriates’ police officers, and English speaking officers are usually assigned to undercover units. Non –Arabic speaking foreigners should ask for an interpreter or an English speaking officer when contacting the law enforcement department.
It has been reported that United Arab Emirates have been using force when it comes to arresting foreign offenders. The statement was given by one of foreign offenders-British man-of how he was treated by the United Arab Emirates police officers; how he was tortured to the extent of exposing his nudity to electrical shock. Another example is the incidence of a case involving a 22 year old Indian, who was arrested by United Arab Emirates police officers as a result of filming a crime scene whereby a senior U.A.E official was attacking an Indian driver following a driving incident. After filming the video, the Indian later uploaded it on you tube thereby making it public to the global world-this resulted to the Indian being arrested on charges of defamation (UAE Ministry of information & Culture, 1995).
The power of different cultural knowledge when it comes to the effectiveness of police officers
The police officers should be in a position of learning the basic levels of different cultures so as to increase their effectiveness as far as their work delivery is concerned. By equipping themselves with this knowledge of culture, makes them familiar with intercultural communication. An effective channel of communication is created whereby essential principle of solving external and internal problems is easier to conduct. Police officers who have acquired this cultural knowledge are in a better position of solving the problem caused by language barrier (UAE Ministry of information & Culture, 1995).
