How a Bill Becomes a Law
SITUATION: IS THIS SOMETHING THAN CAN BE LEGISLATED?
Identify the problem/concern: Drug addiction is a complex issue that contains an adverse consequence for the community members. The estimate of the total costs associated with drug and substance abuse in the community include crime and health complications. On another view, drug and substance abusers lack moral principles to stop using drugs by changing the behavior in the community. Consequently, drug and substance abuse manipulate the brain in ways that usually foster compulsive drug and substance abuse. Typically, drugs and substance abuse have led to addictions and chronic replacing brain disease that results to compulsive drug use and seeking. Despite the harmful effects of drugs and substance abuse in the community, the initial decision to use the drug is voluntary for many community members.
As a result, there occur changes in the brain over time that cause addictions and hamper personal ability to resist the intensive impulse to continue using drugs. However, treatment for drug addiction is available to help prevent disruptive effects (King, Klepner, and Nord 413). Combining addiction treatment and behavior change communication strategies are effective measures to ensure success for patients. These policies may also include psychiatric services, sustained recovery, patient`s drug abuse, and pattern for a change. At the same time, prevention of drug and substance abuse in the community reduces the risk of suffering from health complications such as asthma, diabetes, replacing diseases, and heart diseases. Long term abuse of drug and substances causes damages to brain chemical systems as well as a circuit. In the community most of the drug addicts show changes in the area of the brain that are useful to judgment, learning, making decisions and memory, as well as behavior control. Hence, drug abuse in the community lead to compulsive adverse health effects and devastating social consequences.
Process of Making Drug and Substance Abuse Bill into a Law
Drug and substance bill may first be introduced in either the Senate of House of Repetitive by a member of the house where it is then referred to a community for the hearing. The community then critically studies the bill and may decide to hold a public hearing for the bill. In this stage, the bill can either be rejected, passed or take no action. If the bill is passed, the committee report on the passed bill is read in an open session of parliament or Senate, and the Drug bill is then referred to the rules committee (King, Klepner and Nord 413). In this rules committee, either this bill can be placed on the second reading for discussion or debate before the whole body takes no action. At the second reading, the drug bill is subjected to debate and amendment before it can be placed on the calendar of third reading for final passage. After the drug bill has been passed in one house, the bill goes through a similar process in the other house. If amendments are made to the drug bill in one house, the second house must approve the changes. Finally, when the drug bill is accepted in both the lower and the upper houses, it is signed by the respective leaders and sent to the president or the governor in some systems. The governor or president signs the drug bill into law or may decide to veto all or just some part of the bill. If either the governor or he president fails to acts rightly on the bill, it can become a law though without a signature.

These procedures alter the balance between productive and risk factors for drug abuse in schools, families, and communities. Critically, the research base programs have emphasized on preventing drug and substance use among children and adolescents. The primary focus here is to reduce early use of alcohol, tobacco, over the counter drugs and illicit drugs (King, Klepner and Nord 413). These scientific research work to produce boosting protective factors and reduce the risks associated with drug and substance abuse. The research creates a universal approach and strategy to address the protective and risk factors that are common to all children in a particular setting like the schools and community. On an additional note, their selective programs also target groups of children and teens that contain factors, which predispose them at risk of drug and substance abuse.
Has there been similar legislation introduced and/or passed in other states? If so, include it. There has never been an appropriate and similar legislation passed on drug and substance abuse.
