A policy is an essential requisite for any organization that would want to be associated with success. Policies are responsible for shaping an organization, depending on how the policy makers structured them. Management is a broad role by itself; however, the policing function makes it a totally different scenario. There is no organization on the face of the face of this fast planet that can claim to have succeeded without the implementation of proper policies. The policies affect several other key functions of any organization. An organization that operates without hiccups is a blessing to both managers and employees. This paper will make an avid attempt to give a succinct summary of matters pertaining to policing in three diverse levels; local, state and finally federal organizational level. Moreover, it will offer a clear picture based on the similarities and dissimilarities in those diverse levels.
Different affairs or matters might arise in an organization, however, with perfect policies; a solution can easily be reached. This will not happen easily. There ought to be a feasible plan that will turn around the situation from its downward spiral. Effective managers are needed at this point. Their affectivity is dependent on the policies that they would want to use in a given situation. Among several functions of management, policing is key. It is through policy making that a collapsing organization can be resuscitated. Additionally, it is only through proper policies that an average organization can be converted into a cash cow. All these depend on the implementation of policies; workable policies. Different organizational levels have their own methodology of implementing policies, right from the local cadre to the federal level.
The local level of an organization has its own intricacies. This means that it is unique in its own way. The local level of any organization is the most basic level that an organization can be found. An organization that wants to succeed must start with the most basic: the roots. Gradually, the organization can decide whether it wants to go beyond the local level depending in its objectives, goals and mission statement.
An organization that is not planning to expand cannot be forced to expand if that is not among its most urgent plans. Therefore, the local level, however basic, ought to have a perfect scheme. In terms of space, the local level covers the least area as compared to the other three levels. The policies that will be used at this level will have to be specific. The specificity of the policies is essential for the prospective growth of the organization. This is important because it is through such policies that the organization’s future can be guaranteed. Again, the local level does not have several employees. This is because of the fact that it spans a limited area in comparison to the other levels. The success or failure of a policy is dependent on a number of factors; key among them is the type of strategy that is being used.
Local level of an organization plays a vital role in the growth of the other levels too. This has been tested in different parts of the world. Policies are responsible for modeling the organization. If the policies that are used in local level are meant for short term benefits, this will feature in its leadership. The leadership of any organization, at whichever level is the generator of ideas. The decision making organs might consist of several people or parties, however, the person with most powers is the leader of the team. All the key responsibilities of the organization at the local level originate through him and proxies. That defines the leadership in this stage or level of an organization. The leadership at the local level is also supposed to pass vital information to the other levels. This ensures that the chances of a communication breakdown are minimized. This will then guarantee the success of an organization at that level. They are also responsible for the information that comes from the top tier levels such as the federal level. In terms of administration, policies on administrative matters ought to be handled with utmost caution. This is because any possible slip up can cause a serious damage to the reputation of the organization at the local level. Additionally, usually the employees that re used in the local level are people who might not be very experienced as would be the case in the other levels. They are also likely to come from the same locality.
Policing at the state level then follows the local level. A state is managed by a president. The requirements of an organization at the state level are quite different from the local level. However, the obvious similarity is that both the local and state level is found within the same borders. Policy making at this level needs care. Fumbling is not an option. The management of any serious organization must be willing to handle the challenges that may arise at this level. There is limited room for error. An error that is done at the state level will trickle down to the local level. Policies that will make the organization stand out are undoubtedly handy at this level. The area to be covered is much bigger than the local level, but much smaller than the federal level. Policies that will ensure that information reaches the local level are necessary.
The most common leadership style in this level is based on the top notch manager having the final say. He will be responsible for the direction that the organization takes at that level. Experienced leaders or mangers are usually preferred to be running organizations at this level. They are trusted because they have handled various policies in the course and nature of their employment. Additionally, they have been toughened in a manner that makes them hardly shakable. Policing at the state level require these type of people. They do not get easily swayed by insignificant matters. Policies that will change the organization are vital.
Managers at the state level have several responsibilities. They handle information that comes from local levels. The information from low tier levels is essential in positioning the organization to greater heights. The same information can be used to implement policies that might make the performance of local levels to improve. The licensing at the state levels is also tiresome. Documentation of legal requirements for the local levels is usually done at the state level. Caution is necessary when handling matters that could ruin or heavily improve the performance of the local levels. The management at the state level has the mandate of acting as an intermediary between the federal and state levels of organizations. The policies that are implemented ought to spur some element of change at both levels, at least.
The federal level of an organization is the busiest. This is because it is at the apex of the management of the organization. The policies that form the core of the different levels of the organization must come from the federal level. The other additional policies that might be implemented might sometimes be localized and custom made for the specific levels. The feral level consists of different states. This qualifies it to be an umbrella body. The nature of policing at the federal level is a complex affair. This is attributed to the number of consultations that are usually done at this level. Experience is what drives this level of an organization. It needs a solid managerial team that will ensure that everything is done professionally with regards to the ultimate goals of the organization. Policy making is the key function of the federal levels of an organization. They are responsible for anything that happens in the lower cadres. Although there are several problems that are associated with this stage, the expertise of the managerial team should be able to survive. This level requires a leader who consults widely, unlike the other levels. This is because opinions will have to be taken from different quarters.
