Bills are legislative rules enacted by the parliament of a member country stating the rules and guidelines that are to be followed by members of that country of origin. The parliament of a country of domain enacts laws in the form of bills that guide the general operations of that country. Rules guide activities and protect the less fortunate from the harm of exploitation and unfair treatment.
Environment bills are set to encourage the conservation of the natural resources in the form of flora and fauna. Flora represents the plants species in these whole planet earth and fauna represents the animal species that are in planet earth. All these need to be conserved for the sake of continuity and the sake of the general existence. Conservation of these environmental species ensures continuity of the existence of life. It enables improvement of genetic genes through interbreeding and the emergence of a better world.
The environmental bills have impacts on both the developed and the less developed countries. The impact on the developed countries cuts across the accountability responsibility. It is argues that since developed countries are well versed with the modern state of infrastructure, they are to cater for the largest share of the impact in the environmental challenges.
An argument by the less proposed countries holds that developed countries should be accountable financially for the damage incurred by extreme climatic conditions. There are various events in the environment that ranges from typhoons, drought and various environmental challenges that affect the less developed countries. Liability for such damages should fall to the developed countries. This impacts a financially challenge for the less developed countries.
Munjural Khan who is a spokesperson for the least for the countries that are less developed, a coalition composed of 49 member countries. It is argued that these more developed countries contribute to these climatic discrepancies and environmental pollution in the less developed countries. The coalition is set to push for compensation from the more developed countries to the less developed countries.
Developed countries dismiss the facts of setting up global bodies as pointless. Global bodies guide the general principles governing the environmental conservation. Much effort and emphasize will be placed on the part of the more developed countries as they will be faced with the responsibility of ensuring they contribute to the damages caused to the less developed countries.
The impacts of climate change are beyond doubt so vivid and clear. The resent environmental challenges like Typhoon Haiti are an obvious manifestation of the facts that are true and real that the climate debate is an issue of concern. Developed countries host the mother countries to most factories established all over the world. These factories end up, emitting gases and oxides that are harmful to the environment. These Wealthy countries should pay the cost of compensating the less developed countries of the harm caused by the factories established in their mother countries.
The environmental bill can also benefit third world countries in various ways. The bills are enacted to prevent these countries from harm and effect caused by the developed countries. The less developed countries or the third world countries will receive financial compensation from the wealthy countries. This will be relevant in setting up infrastructures, schools social amenities and improving the general lifestyle of the general population as a whole. It is also clear that the revenues gained from these countries will go a long way into solving the most basic problems of the third world countries like providing food and shelter.
Less developed countries will receive environmental resource and natural conservation programmes from the more developed countries. This is education on various procedures like soil conservation, preventing soil erosion and focusing on improvement of the general lifestyle of the population. All these are mechanisms that are aimed at improving and conserving the environment. Flora and fauna conservation in less developed countries will lead to the breed of improved life species and in the long run improvement of life in the third world countries.
Training of the farmers on how to improve their yields and breed better forms of livestock that yield greater yields is also another mechanism that the third world countries will benefit from the more developed countries. With introduction of new technologies, improvement of infrastructures farmers all over third world countries are able to improve the qualityof species they rare. This will give rise to better lifestyle and improved living conditions among the members of the less developed countries.
The United Nations have varied ideas on the environmental bill, with various countries having various stands and positions. The chatter on environmental conservation Article 26 holds various ideas on the subject matter. The relevant parties are expected to play their role in environmental conservation a duty enforced by law that all the relevant affected and responsible parties shall play a role in the conservation of natural resources. It goes to the length of further dictating the role of the state in the conservation of natural resources, by stating the government or the state should organize programmes and activities aiming at improving environmental and natural resources.
The next chatter dictates that the state should encourage the training of the personnel and employees both working in rehabilitation and habilitation services. Finally the state should encourage by making available amenities that provide knowledge and technologies for the persons with disabilities all this is in line with rehabilitation and habilitation
In conclusion, it is obvious that there are parties responsible in affecting and affecting the issues around environmental resource conservation. The well developed countries are influenced by the environmental bills and also developed countries stand to benefit from this bill. Flora and fauna needs to be conserved for continuity of life.
