There is disparity about the causes of poverty in the United States and consequent solutions throughout the XX century: government policies present punitive, preventive, alleviative, curative, political, and incomes antipoverty strategies. They mainly explicate advancement of different campaigns initiated by presidential administration, and the Kennedy administration introduced curative strategy programs which seemed to describe the causes of poverty best: a poor level of education and lack of job skills. The matter is that these causes are revealed in the childhood, which indicates evidence of poverty. The problem of poverty can be mitigated at an early age so implementation of different programs is likely to reduce the poverty rate due to their potential to provide individuals with an early start on education, enhance their literacy, and maintain manpower training. As a result, curative strategies concentrate on causes of poverty in a better way.
Alleviative strategy programs emphasize welfare policies provided by the government but the programs posit a controversial issue with reference to their efficiency. On the one hand, the strategy provides temporary assistance to the poor population who meet welfare and income requirements and government transfer relevant payments to them. Also, the states themselves can decide which options can be added along with the required minimum package of services within the program. For instance, the famous program Medicaid allows improving poor individuals’ health. On the other hand, the benefits are competitive with low-paying jobs and people can become dependent on them. If people are no longer eligible for the benefits, they may lose the welfare provided before. In this regard the programs primarily designed to assist in the poor appear to be inefficient as they increase dependency.
