The function of the cost analysis is to use the marginal, incremental cost to evaluate the costs that are affected by the change and to include cost considerations in the planning for the analysis term for next year and up to 4 years after that. It involves deficit and revenue allocation, which involves taking up the costs and allocating them into different networks. It also used in the new system analysis, which involves the purchase of automobiles, facilities, operations and training, as well as in the hiring of the workforce, the establishment of the administration, and the analysis of the overall costs.
The functional and operational change model that will be used for cost analysis is the simple extreme. The simple extreme can be used for budget analysis and cost analysis where it entails an average system cost for each service unit, such as the new system analysis, speed calculation, overall cost for each mile, and overall cost or hour. The simple extreme is adopted for data analysis since it mainly involves calculations, which are required for data analysis. The other two models – complex extreme and intermediate extreme -- involve the implementation of services that are intended for the allocation of the budget for the next system and the limited variable numbers with cost models (University of Wisconsin n.d).
The American Recovery and Reinvestment Act of 2009 is an act where the credits and other conditions are illustrated, and which expire and change at the end of the year of 2010. It will then be extended through the Job Creation Act of 2010 and Tax Relief. The American Recovery and Reinvestment Act of 2009 was revised in 2015 in which the previous conditions and few credits that have expired in 2013 would be extended through the Tax Increase Prevention Act of 2014 (Internal Revenue Services n.d; US Congress n.d). Another public policy reform that will fund the changes is the Section 13001; otherwise known as the Health Information Technology for Economic and Clinical Health Act. It encourages the use of Health Information Technology. It entails the implementation of specifications, the setting of the initial set of standards, and the certification of criteria. It leads to overall improvements in Health Information Technology (US GPO n.d).

It is used for logical and analytical reasons in order to study the data components that are presented. The data analysis process uses information technology since it involves computing and cognitive processes, and it helps us gather the data, analyze the data, and draw a conclusion based on the analysis of the data.
The data analysis is commonly used in business strategy in order to improve their performance. In order for the data analysis and analytics research to be successful, it is necessary to use the simple extreme model for the operational and financial changes and for the budget and cost analyses.
