Proposed Scope of Work
The objective will be to develop and deliver a health system that is more efficient and easy to use by people with disabilities. There will also be facilitation and training of health care workers in institutions where people with disabilities are given service. The training process will be aimed at addressing the following areas:
- Training and facilitation on management of information systems
- Enabling disabled individuals to navigate through the health system
- Efficient communication
- Improving the system to serve a larger number of people
People with disabilities find it hard to go to health facilities because of the special treatment they need or the process of movement to reach the facilities. The RFP focuses on how the DMHC will develop a health care system efficient and easy to use for people with disabilities.
Statement of objectives
This is a list that has been copied directly from the RFP.
- Training and facilitation on management of information systems
This involves the training of health care employees to become conversant with the newly developed systems so that they can deliver proper services. The training process will be preceded by the development of a proper system that will be suit people with disabilities. The training process will be implemented after experts and stakeholders in the whole sector are involved in the planning and development process to help the disabled access health care.
- Enabling disabled individuals to navigate through the health system
The company’s business need is to make sure that people with disabilities in the State of California access the relevant information on the health care services in the state. The company also needs to ensure that disabled individuals can navigate through the complicated Californian health care system to access the relevant services for medical products that they require so as to improve or maintain their health status. This business need is based on the responsibilities of the organization because it is tasked with the regulation of all health care plans in the state. Therefore, it need is to ensure that its primary roles of providing health care plans and protecting the rights of enrolees are satisfied.
- Efficient communication
The DMHC deals in the provision of health care needs for people with disabilities in California. The organization also seeks to protect the rights of more than over 20 million health care plan clients. DMHC is headed by a director, who is assisted by a chief deputy director and four deputy directors. As a huge company, DMHC has a market share of 90% the commercial health insurance in California . Therefore, efficient communication will be key in ensuring that the main objectives are achieved. The facilitation, training and development of a better health care system will be down to the effective communication between the various stakeholders.
- Improving the system to serve a larger number of people
The RFP was issued by the Department of Managed Health Care (DMHC) in an effort to seek a response on the affordable care act for people with disabilities. The organization issued the RFP for a specific purpose of ensuring that residents with disabilities may benefit from outreach programs on health care.The organization needed to device a way of ensuring that people with disabilities can access health care services. People with disabilities find it hard to go to health facilities because of the special treatment they need or the process of movement to reach the facilities. The RFP focuses on how the DMHC will develop a health care system efficient and easy to use for people with disabilities. The system will be aimed at improving the quality of service to over 20 million individuals living in California.
Understanding of tasks in summary
DMHC had several tasks stated in its RFP. These tasks are expected to be fulfilled by the parties preparing the RFP. The Proposal is supposed to provide an overview of the tasks based on the expectations of the requesting organization. Each task is meant to help the organization achieve its objective or to help solve the problem facing the organization, Tasks for the scope of work of the proposer.
There is a need to offer guidance and education training to equip people with disabilities with the necessary information on how to go through California’s changing health care system. The consultancy firm will coordinate a technical team of experts in disability issues and other stakeholders who will provide guidance and education. In addition, surveys will be employed to evaluate progress and make further recommendations. Secondly, there is a need to assess the Affordable Care Act and the current system of the organization used in consumer assistance training. The Affordable Care Act came into law in March 2010 after it was signed by President Obama. The firm will conduct a thorough review of both the Affordable Care Act and the current organization to point out the gaps in the addressing of issues that disabled Californians face. Consequently, there will be a need to overhaul and develop a new system based on the findings and the gap analysis that will conducted. The consultancy firm will redevelop the system to address the underlying issues and fill the identified gaps. There is also a need to evaluate the existing training facilities. To this end, the consultancy firm will conduct a thorough review of the existing training facilities and provide recommendations on how they can be upgraded to ensure disabled Californians access, maintain and enhance their health. Consequently, revised educational facilities will be created focus on caregivers and representatives of disabled people as well as persons with disability. A distribution plan of the new and revised educational materials will also be developed to ensure optimal results.

Project schedule
Evaluation Process and Criteria
The company will strictly adhere to the implementation plan. One of the final stages in the project is evaluation. Evaluation will be done by closely analyzing the quality of the materials used in the project. Workers will also be interviewed in a survey to establish whether the project had improved their expertise or not. Patients will also be assessed and their views sought to establish whether they find it easy to navigate through the health care system. The views of other stakeholders will be considered and any improvements will be added to the project before it is fully rolled out.
Work plan and schedule requirements
The work will be done according to the project schedule. The first stage would be to identify all the stake holders in the project and consult. The committees for all the relevant duties will then be formulated to ensure that every task is allocated to specialists. The budgetary and planning process will be the first one and will be conducted by all stake holders in the committee. The assessments and identification of the existing and new features into the health system will be done according to the plan of the DMHC. This will be followed by training sessions, facilitated by the RFP respondent. The implementation and testing of the whole project will be done based on a work plan established and agreed up on by the DMHC, the facilitator and other stakeholders. To ensure all schedules are adhered to, the facilitators will provide schedule dates that will be strictly followed. The required materials for training and funds for each task will all be available to ensure that the schedule runs without hitches.
Cost Proposal Format and Requirements
There will be no subcontractors throughout the project. The valuations will remain fixed throughout the project.
Award and Protest
The company has received awards from many of the companies it has worked for, especially in the health sector. Awards such as the best facilitator, most cost effective contractor and best performer have all be accorded to this company. This is a niche that the company has created and there is confidence that if awarded this duty, there is guarantee that the work will be done effectively as agreed.
Agreement Execution and Performance
The company has all the capacity and resources to effectively execute the responsibilities stated in the RFP. The company is also known to deliver quality performances to its clients. Therefore, there is need to certify that the company will take full charge of its responsibilities and will deliver a quality performance upon appraisal.
Professional rationale
This RFP was also appropriate because the author interest in the health sector and especially the disabled individuals. The author of this proposal has a passion on this topic hence; working with an RFP on the topic is enjoyable. The RFP has the correct format of a typical RFP. Its requirements, purpose, and scope of work are clearly outlined hence; it is the best RFP to use for the Masters project. The author have a interest in helping people with disabilities having taken part in voluntary projects to help poor people with disabilities access medical care by bringing the services close to them.
I/O Psychology rationale
The business problem specified in the RFP has a close link to I/O psychology in several ways. The RFP focuses on a group of disabled people and how they can access quality health care services. The RFP will focus mainly on how health care provision can be improved. Therefore, it involves studying of the current employees and their working conditions. Employee behaviour and performance will have to be analysed to identify the inefficiencies. The gaps that cause poor performance, such as inefficient facilities will have to be replaced and the employees motivated to perform exceptionally to improve service delivery to disabled people. This analysis is the same as that done by I/O psychologists. Psychologists must have the ability to assess the problem using theoretical and empirical knowledge. I/O psychologists may be required to work in the task groups to help analyse the behaviour of employees in health care facilities and how the changes will affect these people. I/O psychologists have an in-depth understanding of this knowledge and will be helpful in carrying out these tests.
Only through the expertise of an I/O Psychologist will the team of experts understand the human mental process and employee attitudes. Psychologists have the knowledge to assess how employees respond to their responsibilities as health care providers. They can also determine the impact of the various development and training material on the level of expertise the employees stand to gain. Therefore, they are best placed to develop a training program and access its impact. They can also customize material used by people with disability to make it easy for them to use it. I/O psychologists have the expertise to conduct research on issues affecting employees. They will interview employees to obtain their views on the current health care system when dealing with disabled people. This will be instrumental in identifying the underlying issues as well as developing the most appropriate solutions.
