At the heart of the diagram is the Littoral Council who owns and funds the libraries. Due to the decreasing revenues from the library service the council is contemplating closing East Coker and Burnt Norton Libraries, and relocate the Little Gidding library to a new site they are negotiating with the developer in exchange of planning permissions. The move will allow the council to cash in on the rising property prices.
The move by the council to close two of its libraries and relocate another will affect the employees and management of the libraries, and the library users and community. The libraries engage the services of full time, part time, and volunteers to operate the libraries. The library users will be affected by the implementation of the council’s directive, as they will have to find new locations in order to access the library services.

The council should consider not just the financial factors, but also the nonfinancial factors in evaluating the proposal to close two libraries and relocate the other. The move will greatly inconvenience members of the community, as they have to find new locations to access library services. Library services support community learning and thus generate positive externalities in the community. The council should before implementing the proposal explore other ways of solving the problems that have caused revenues from library services to decline.
