The increase in urban population has created a need for policy makers to come up with efficient strategies to ensure that the developments that occur are sustainable through sufficient infrastructural and communication facilities. The management of such incidents using digital technologies is equally critical. The management of traffic flows in cities is especially important during the peak hours, when most people are going to or coming from their workplaces. Since most urban areas rely on the use road networks to ferry passengers, the occurrence of any incidents on the roads inconveniences a large part of the population. The casualties also require immediate attention and alerting of emergency services is enabled by good communication network.
Traffic incidence management is critical in order to have effective strategies in handling accidents and similar incidents of emergency.It is more important to try to prevent the occurrence of such incidents altogether. The use of safety belts, avoiding driving while drunk, driving at safe speeds and adherence to traffic rules and regulations are some of the strategies that exist to prevent road accidents in urban areas. The management of any incidents that occur is only possible through adequate information sharing between the public and the institutions that offer emergency services. Natural disasters have proved that they can have a significant effect on traffic flows especially through hurricanes. The need for timely response in such instances is only possible through use of an effective incidence management tool that is based on an efficient communication framework. However, distinctions are made between incidence management and disaster management in terms of the scope and the type of events involved.
Incidence management (IM) on the part of the public is mainly carried out by the government. The maintenance of roads is crucial in avoiding accidents on roads and in most countries this mandate and responsibility is given to the Ministry of Roads and Public Works. Private contractors may be contracted with jobs from this ministry. Regional traffic centers help to maintain people’s safety and managing of traffic flows whenever there are any incidents on the road. Incidence management is enhanced using requisite policies and laws. Any traffic management measures that are utilized in a certain area require reviewing and evaluation from time to time to ensure that they are always effective in controlling traffic flow. The incorporation of ICT tools into the transport network such as GPS has enabled drivers and IM firms to have knowledge of routes that are open for access and their use during the times of congestion. This helps to reduce traffic jams and even aid in timely response and assistance of any casualties of the incidents that occur on the roads.
