One of the most appropriate solutions of the global warming issue is the following: all countries should at the same time, gradually, each year reduce their military budgets by a certain percentage. Perhaps, in the first years only members of the UN Security Council can do it. In this way, the problem of disarmament in the world will get a new, unexpected push. And it may become a reality.
The initiative must come from the members of the "Group of Eight". Procedure, synchronization, management, legislation can be solved quite quickly. Fortunately, there are enough strong organizers in the world. What is really needed is a good will of the contracting parties. The released funds can go into a special fund at the United Nations or any other international organization.
The funds should be also sought in all the possible sources. In fact, there are enough rich people who understand that warming threatens them personally, their business, and the planet as a whole (Jacobson 155). It is also possible to ask for donations around the world, introduce some taxes. To realize it, we need to make people aware of the problem, of the impending disaster to all the inhabitants of the planet.
We need to unite all the possible forces to solve the problem of global warming in the world. After a certain sum of money is collected, the next step is attraction of hundreds of thousands of leading scientists and specialists in the world to develop a set of measures to mitigate the effects of warming. Scientists and specialists in all disciplines will be needed – from philosophers and mathematicians, to sociologists and political scientists, doctors and the military, environmentalists and politicians. Problems that will have to be decided come from all the areas of human life. The created union should be not only consultative and advisory body, but also legislative initiatives. All the issues should be discussed by all members of the UNO, but the final decision in this relation should be taken by the Security Council of the Earth.
The main challenge today is to identify the primary cause of warming: human factor or natural phenomena. Upon determining the main reason, we must decide whether to reduce the force of impact, or to follow the path of leveling consequences. Error is estimated in the trillions of dollars and countless disasters on the planet.
We believe that allocating so much resources, time and effort to address the problem of greenhouse gases is no longer relevant, because it is too late. Even 20 percent reduction in the number of gas emissions by 2020 or any other year, humanity will postpone reaching the threshold temperature on Earth for just months, maybe years (Jacobson 151). The problem is not in the reduction of greenhouse gas emissions, but in reduction of these gases content in the atmosphere. Obviously, the industry cannot stop now.
It is necessary to solve another problem, more global: how to reduce the flow of energy reaching the Earth. It is cheaper and more efficient, but the last word should be by scholars, professionals. They and only they have to understand the priorities. And for this it is necessary to carry out fundamental and applied research in all the possible ways to solve the problem. Control of financial expenditures should be performed by the Security Council of the UNO. It is necessary to note the sharp increase in the role of the UNO, which is really the unifying agent in this plan.
As for the ordinary people who do not work in the government, first of all, they have to recognize the problem, and then demand that the authorities work to solve it in all the possible ways. Various parties and groups should include appropriate wording in their programs.
Already the world is facing the dilemma of lack of water in many regions, by 2020 only in Africa from 75 to 250 million people will face water shortages (Anju 162). There is a forecast that the number of climate migrants by the end of the century could reach hundreds of millions and that by the middle of this century because of climate change 200 million people, for whatever reasons, will be deprived of shelter. That is, in fact, in the coming decades, these waves of migrants will rebound to countries that are in a more favorable situation. It will be impossible to stop it. It is the reason why we consider that urgent action should be taken to stop this problem.
