I very well agree with your statement that goal setting is not always a top-down process. In fact, goal setting is more down to earth and realistic when a bottom-up approach is adopted for goal setting. For instance, the bottom-up approach empowers all team members by enabling them set their own goals. Interestingly, once individual goals are set, team leaders can integrate various individual goals into a common team goal and strive for achieving it. More importantly, the bottom-up approach of goal setting suits individuals who independently determine their plan of work so as to integrate their own goals with that of the organizational goals and strategies, thanks to their understanding about the role they play in the organization. Therefore, no doubt, goal setting is interesting when individuals in a team participate in the process of determining organizational goals. This explains why individuals feel personal fulfillment on achieving organizational goals.

Even as one cannot deny the fact that implementation of ambitious goals at a quick pace improves organizational efficiency, leaders should always ensure whether the goals they set achieve the intended outcomes. Many a time, good goals go bad because of anxiety and stress that motivate leaders to take urgent decisions that may not be taken in the right spirit by individuals down the line due to various reasons. Similarly, lack of clear communication plays havoc on timely achievement of goals even though team members are motivated to go an extra mile to timely achieving the common organization goals.
