In order to increase the number of rural health care workers, it is necessary to encourage them financially. Therefore, the 3% extra salary can become a reasonable motivation for some workers to join rural health care and eliminate the regional inequality. Besides, the financial encouragement ought to resolve other issues and meet other objectives of this sphere. As a result, the 3% extra salary can save the professionals, working for the governmental institutions, without forcing them to find more gainful places. This should equalize the conditions in the governmental facilities and private ones. Additionally, the 3% extra scholarships/financial aid encourages students to choose the health care sphere and increase the number of professionals. Even though all these measures together can improve the situation with the health care workforce in Kenya, they are not enough to develop the medical sphere in general. Nevertheless, in complex with the goals of other fields, these objectives require the convenient change for the health care staff in Kenya.

Because of the high prices of the quality products, most of the medicine is fake or at least not as efficient as the expensive one. In fact, not only the quality of the medicine disturbs the efficient operation of the health care system. The proper supply with all the necessary stuff can make the work of the professionals more effective, as well as improve the conditions of work. However, the supply ought to be controlled by the governmental structures in order to provide regular actions. As a result, the regular supply and renewing of the equipment can eliminate the problem of the useless stuff. Finally, the new equipment of high quality provides a solid base for further development of the health care industry and its conditions.

Even though the health care sphere faces the considerable problems in the largest cities of the country, the number of health care institutions in the urban area is higher than in the rural one. However, the rural area is the most vulnerable target of most of the diseases. Therefore, the first objective is to increase the number of the health care facilities in the rural area. In order to provide all the localities with a functioning health care institution, it is necessary to create the special place and equip it with the proper medicine and professional doctors and nurses. Such a step can equalize the health care services in urban and rural areas.
In the context of the health care facilities, which already exist, the contemporary level of their service is not enough to provide the citizens of Kenya with the proper maintenance. One of the reasons of such a low stage of the health care development is the inadequate supply of the necessary equipment and medicine. In the terms of the already introduced measures, it is required that not only doctors should get the renewed tools, but the health care institutions, too. Therefore, in order to meet this objective, the equipment in health care facilities ought to be inspected twice a month and renewed if necessary. Besides, the health care institutions ought to get the medical supply, which means that the government should control the supply of medicine.
System
In fact, the system of the Kenyan health care requires the dramatic change only after the situation is improved with the stuff, staff, and space. Therefore, the general structure of the governmental organizations does not require any reforms of its form. However, there is the necessary change in the system of financial supply. In Kenya, there is a medical insurance, which covers about 30% of all the citizens (Mwabu et al. 75-97). As a result, most of the Kenyans remain without any guarantee of the free-of-charge medication. Therefore, the reforms in the health care system require the decrease in the cost of medical insurance. However, such a decrease of 20% will need the general reform of the financial system of Kenya. Nevertheless, it will improve the health care sphere.
The second objective is to complete the system of the health care organizations with a special committee, which will exercise control over the medicine. In the context of eliminating forgery among the medicine and organizing the supply for all the medical facilities and health care workers, such a committee is necessary. In fact, the optimal number of its members is 10. It is required that all of them are professionals of high level. In fact, it would be better to include the professionals of different spheres and regions. Additionally, they ought to obtain a certain amount of experience. In fact, such a measure as creating a special committee will guarantee the special link of the system to rely on in the crises.
