United States of America President Mr. Barack Obama guided in the formation of a health care bill, officially known as the Patient Protection and Affordable Care Act and known as ObamaCare Bill, signed on 23 March, 2010. The bill has received constant speculation and scrutiny. Here is reviewed the article Crucial Rule Is Delayed a Year for Obama’s Health Law posted to the website The New York Times by Jackie Calmes and Robert Pear on 2 July, 2013. This article describes recent development in the implementation of the ObamaCare Act, the delay of a mandate requiring major employers to extend health insurance coverage to all its employees and issues related to implementation of the Act.
The ObamaCare Act clearly defines coverage of the complete population of USA under health insurance policies by 2014 to provide cheap and good health care for all, by providing Health Insurance Exchanges for every state. The Act has received mixed response throughout the USA with the republicans collectively opposing the bill, higher income firms unwilling to accept, federals showing neutrality, and acceptance by smaller firms, middle and lower income groups. The reason for such a varied reaction was that the deadline for implementation of this bill was given as 1 January, 2014, with lapse to comply resulting in levy of taxes on the uninsured individuals and fines on firms that failed to register their employees with satisfactory insurance policies. The argument was the sheer scale of the implementation which would cost over trillions of dollars. The policy if implemented would return a funding profit of around 143 trillion dollars to the states, a profit higher than the implementation costs, along with this it would mean lower installments of policies for middle and lower income groups and no changes in the expenses of the existing policies.
In personal view, the bill should be implemented though initially cumbersome; it has long term benefits. The need is to implement such policies with ease, to avoid anomalies in processing. This bill should come in effect, but time should be taken to process the implementation of this ObamaCare Act.
