RE; MY VIEW ON BILINGUAL/ELL EDUCATION
Bilingual education entails teaching academic content in two different languages. One of which is a native and a learned language. The two languages are taught in variance to each other and, in accordance, with the model of the program.
The Bilingual Common Core Initiative has published few samples for the review of the public:
- NLAP 9-10 Grade Speaking and Listening
- NLAP 6th Grade Reading for Information
- NLAP 3rd Grade Writing Sample
The Department is developing a new Language Arts Progressions to substitute the 2004 English as a Second Language Learning Standards.
FIVE LEVELS OF BILINGUAL LANGUAGE
ENTERING
Progressions is capable of identifying cause-and-effect relation between a key individual, event or idea by the organization of pre-identified keywords placed into a cause-and-effect graphic organizer, as text is read out loud in class, in a partnership, or teacher-guided small group discussions; whether it is in the new or native language.
EMERGING
Capable of identifying cause-and-effect relation between a key individual, event or idea by putting together pre-identified key phrases and short sentences into a cause-and-effect graphic organizer, either as the text is read aloud in class, in a partnership, in a small group discussion; whether it is in the new or native language.
TRANSITIONING
Capable of identifying the cause-and-effect relation between a key individual, event or idea by putting together information from text into the cause-and-effect graphic organizer, as text is read out in class, in a partnership, in a small group or whole class discussions, either in the new home language.
EXPANDING
Capable of identifying the cause-and-effect relation between a key individual, event or idea by independently putting together information from text into a cause-and-effect graphic organizer, especially as the text is read aloud in class, in a partnership, in a small group or whole class discussions in the new language.
COMMANDING
Capable of identifying the cause-and-effect relation between a key individual, event or idea by putting together the information from text into a note-taking guide or independently, taking notes either as the text is read out in class, in a partnership, in a small group or whole class discussion in a new language.
