Introduction
A training plan describes how the training will be delivered and who will deliver it. It also outlines the time and the venue of the training. This plan specifies the competencies to be acquired, the delivery channels, assessment and arrangement details, certificates’ of performance and participation, and the resources required for the training. Some of the requirements for making a training program include the following, guidelines for organizations that are registered and templates. These models can be automotive, engineering or generic. Below is an example of a training plan for the employees in the county government on homeland security, (Herndon & Taschereau, 2013, p. 33).
Background and scope
The primary aim of this training is to help the staff and others to follow the procedures and standards for better service delivery on security effectively. First, this program will enable the employees to understand basic requirements and develop the specific standards that govern them. Second, the training should give feedback from the previous training to help in organizing the future activities. Finally, the program should help the employees to embrace the technology and be able to deal with the management issues and security measures.
Goals
First, the aim of this training is to attain greater levels of client satisfaction. The county government is entitled to offer satisfactory security services to the public. It profoundly influences the training team to organize the session that will help their staff to deliver services as expected. Second, training should be offered to enable the employees to provide uniform services to their clients. Lastly, the training will help in guiding the clients whenever the need arises.
Training activities
Necessary training activities will be assigned to the trainees with necessary knowledge and depend on the needs of employees. Better communication channels will be selected depending on the chosen training approaches. Training activities will be reviewed annually to determine the changes and apply the appropriate procedures needed for the same.

As emergency manager, it is your responsibility to make sure that employees have the required skills and are well informed. It makes the employee training a serious task. However, for efficient training, better training techniques must be employed (MILLER, 2013, p.67). Some of the techniques that will be used in the training of the county government employees include the following.
Classroom training
Classroom training involves blackboard, some writing, and use of projectors and PowerPoint among others.
Interactive techniques
This form of training keeps the employees engaged resulting to them getting more information as compared to other methods. The trainers mainly use demonstrations case studies, quizzes, role-playing and participants’ control.
Experimental training
This type of training stresses on the individual needs of an employee. Most employees learn through apprenticeship especially the inexperienced employees. Preliminary training is advantageously such that it is immediately applicable in the employees’ job specification.
Technology based techniques.'
A computer-centered form of training is commonly used in most security companies and especially in the county government. It includes the use of CD_ROMs, audio animations, video and much more.
Testing and evaluation
Evaluating any training program is crucial. Evaluation helps the company to get the feedback from the employees on whether the training was successful or not. Some of the methods used in the assessment include the exams and questionnaires. The participants comments and suggestions matter.

Some of the requirements in the training of the county government employees are venues for example; a room that can act as a classroom, necessary equipment for demonstrations, writing materials, projectors, computers and flipcharts.
Curriculum at Strategic level, policy level, and task level
Considering the employees first has been the tune for most companies. It’s evident that strategic planning can result in better outcomes; however, such plans do not necessarily work in the governmental processes. It may be due to political interference. The county government is always under constant threats of attacks. It may be as a result of military conflicts or domestic terrorists. Besides, the employees will be taught about security at the state level, local level, and private level. They will also learn how to handle such problems in case of a security attack on the government (Meyers & Naval Postgraduate School (U.S.), 2005, p. 22).
